On August 19, in Ngoc Hoi commune (Hanoi), the groundbreaking ceremony for the resettlement project under the North-South high-speed railway project took place. This is one of the key projects, celebrating the 80th anniversary of National Day.
Vice Chairman of Ngoc Hoi Commune People's Committee Nguyen Thi Nhung said that Ngoc Hoi Commune in particular and Hanoi City in general is honored to be the starting point of the entire route at Ngoc Hoi Station Complex - the modern multi-modal transport unit of the country in the future.
This will be a connecting point for the high-speed railway line, the national railway network and urban railway lines 1, 1A and 6 along with inter-provincial bus and bus services.
The North-South high-speed railway project through Ngoc Hoi commune has an area of about 27.76 hectares. To meet the needs of resettlement land and stabilize the lives of households whose land was recovered to serve the project, the District Party Committee, People's Council, and People's Committee of Thanh Tri district, formerly Ngoc Hoi commune, have approved the investment policy for the project to build technical infrastructure for the resettlement area under the High-speed railway construction project on the North-South axis.
The project has a type of technical infrastructure construction project level 3, group C, the investor is Ngoc Hoi Commune People's Committee, the investor's representative is Ngoc Hoi Commune Investment - Infrastructure Project Management Board, with a total investment of more than 102 billion VND.
The project is implemented in Phuong Nhi village, Ngoc Hoi commune, located on a part of a land plot marked D1-3 under the Urban Zoning Plan S5 approved by the City People's Committee in Decision No. 3765/QD-UBND dated August 22, 2012.
The land is bordered by cultivated fields to the North, the connecting road of Lien Ninh - Dong My commune to the South, the cultivated fields of Phuong Nhi village to the West, and the conversion area of households to the East.
The total land area for the study to develop a master plan is about 26,802m2, of which the land area for resettlement is 9,200m2 with about 110 lots, the land area for technical infrastructure construction is 11,453m2, green land, flower garden, sports field and entertainment area is 6,148m2.
The North-South high-speed railway project has a total length of about 1,541 km, starting from Ngoc Hoi Station (Hanoi) and ending at Thu Thiem Station (HCMC).
The project uses 1,435 mm of double track, with a design speed of up to 350 km/h, with 23 passenger stations and 5 cargo stations.
The total preliminary investment for the entire route is about 1.7 million billion VND (equivalent to 67 billion USD), using public investment capital combined with other legal capital sources. The entire route is expected to be completed in 2035.
The high-speed railway section passing through Hanoi is about 27.9 km long, expected to reclaim about 112.74 hectares of land in the communes of Ngoc Hoi, Thuong Tin, Thuong Phuc, Phuong Duc, Chuyen My and Dai Xuyen (belonging to the old Thanh Tri, Thuong Tin, Phu Xuyen districts).
To ensure the conditions for starting the North-South high-speed railway project before December 31, 2026 according to Resolution 106 of the Government, the Hanoi People's Committee requests relevant departments, branches and units to promptly complete the review of route directions and hand over the depots of site clearance markers for each locality.
Along with that, early planning of resettlement areas for households affected by the project, ensuring "new housing is equal to or better than the old housing".
