The Standing Committee of the Party Committee of Chuyen My commune, Hanoi city, has just organized a working conference with the Economic Department and the Investment - Infrastructure Project Management Board to assess the progress of land use right auctions, site clearance for socio-economic development projects and deployment of the 2026 public investment plan.
Mr. Truong Vinh Quang - Director of the Commune Infrastructure Investment Management Board said that correctly assessing the current situation not only helps ensure technical progress but also creates resources for development, improves infrastructure quality and promotes local economic restructuring.
Typically, the project to upgrade provincial road 428A section from Cong Than bridge to Cau Gie with a recovered area of more than 27,000m2, involving hundreds of households. Most of the area has completed site clearance, but some cases are still facing difficulties in determining specific land prices, confirming land origin and completing map dossiers.
Common problems are concentrated in the difference between the actual area and the land use right certificate due to fluctuations through previous stages that have not been fully updated; the progress of confirming the origin of land and assets on land is still slow; some dossiers related to public land, organizations and public assets need more time for verification. These are factors that directly affect the development of compensation and support plans and the progress of site handover.

For the Southern trunk road project (Cienco5) section passing through the commune, the site clearance volume has reached a very high rate, over 98% of the area. The remaining part is mainly entangled in the road safety corridor, the coordination of some households and the issue of resettlement arrangement. The commune is reviewing cases subject to resettlement, and at the same time proposing specialized agencies to soon guide to handle them thoroughly, ensuring the overall progress of the project.
In addition to existing transportation projects, Chuyen My commune is also preparing for large-scale projects in the future. Notably, the North-South high-speed railway project passes through the area with a length of more than 10km.
Reporting at the conference, Head of the Economic Department of the commune Nguyen Ngoc Anh said: for land auctions, it is expected that revenue for the whole year can reach about 600 billion VND if the conditions on detailed planning, investment preparation documents and technical infrastructure construction are completed on schedule.
This year, the commune plans to add about 15 new auction locations, with a scale from 1ha to more than 30ha. These areas have basically agreed on orientations, but it is still necessary to review the boundaries, markers and scale of each area to update into the plan, ensuring synchronous infrastructure and in line with the development orientation of urban space along the traffic axis.
In the field of public investment, in 2026, the commune has 15 projects in the planned list, many projects are directly related to people's infrastructure and creating auctioned land funds. Projects such as renovating Chuyen My Secondary School, upgrading inter-field roads combined with traffic, dredging and hardening irrigation canals are assessed to have a clear impact on agricultural production and people's lives.
Concluding the working session, Secretary of the Party Committee, Chairman of Chuyen My Commune People's Committee Nguyen Huu Chi emphasized that from the early days of the year, the commune determined that land management, site clearance, land use right auctions and accelerating the progress of investment projects are urgent tasks, of key significance for local development.
With the spirit of "Say is do, do quickly, do effectively" of the City Party Committee and City People's Committee, the commune requests the entire political system to maintain discipline and order, improve responsibility in units serving public administration, and take work results as a measure to evaluate officials.
Mr. Nguyen Huu Chi requested the Economic Department and the Commune Investment Project Management Board to urgently review the land fund, especially locations that are not entangled in urban planning, not located in railway corridors, to soon complete dossiers for auction, contributing to increasing revenue for the budget and creating infrastructure investment resources. The review must be carried out synchronously, with a clear list, clear roadmap, ensuring publicity and transparency.
Regarding the remaining problems in site clearance and land auction work, Mr. Chi requested that each case be specifically classified, with a clear handling plan, and not allowed to be prolonged. Specifically for key projects such as Provincial Road 428A, it is necessary to determine that site clearance must be implemented drastically and synchronously.
For the North-South railway project, the 2 departments need to proactively coordinate closely to prepare complete dossiers and be ready to deploy when required. Regarding the disbursement progress, Mr. Nguyen Huu Chi requested to assess each transition project from 2025 to 2026 as well as newly started projects, review the dossier components, and remove difficulties from the beginning.
