Clearance must go hand in hand with long-term solutions
According to the plan to implement solutions to handle makeshift markets and spontaneous business points of the Hanoi People's Committee, before January 30, the city will complete the clearance of 75 makeshift markets and spontaneous business points belonging to group 1. After group 1, makeshift markets and spontaneous business points with less than 50 business households (group 2) will be completely cleared before June 30, 2026. Group 3, including points with 50 to 100 business households, must complete the clearance before December 30, 2026. Group 4 are makeshift markets that have existed for many years, with a scale of over 100 households, and are complex in nature, will be cleared before June 30, 2027. In total, Hanoi currently has 231 makeshift markets and spontaneous business points under handling according to this roadmap.
Recently, the People's Committee of Khuong Dinh ward coordinated with the People's Committee of Dinh Cong ward to simultaneously launch a campaign to clear kiosks, constructions and spontaneous business points in alleys 64 and 66 Kim Giang street - the border area between the 2 wards.
Previously, Khuong Dinh and Dinh Cong wards had organized working sessions with business households and small traders to verify the origin of the land, the process of use, and at the same time propagate and mobilize self-conscious dismantling of works and relocation of assets.
Vice Chairman of Khuong Dinh Ward People's Committee Luu Dinh Luong said that the ward's point of view in deploying is to mobilize maximum forces, implement synchronous solutions, ensure the "6 clarity" principle: clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results; and at the same time "do it to the end".
The ward determines that the clearance will not only stop at immediate handling but must go hand in hand with long-term solutions to prevent re-violations. To ensure livelihoods for small traders, the ward has developed a plan to arrange and arrange business households in people's markets in the area such as Khuong Dinh market, Kim Giang market. This is to create conditions for people to continue to operate business stably and in accordance with regulations.
Group 1 street markets still exist
Reality shows that the clearance of makeshift markets in some places is still not really sustainable. Many makeshift markets and spontaneous business points, although they are in the group that must be completed early, are still re-encroached upon and resume operations after a short time.
In Tay Tuu ward, statistics show that there are 3 spontaneous markets and business locations on the list to be handled in January 2026. However, this situation has not been completely resolved to date.
Recorded at alley 134 Cau Dien street (section from house number 44 to Nguyen Xa 2 TDP Cultural House), business and trading activities here still take place. At many times during the day, this area becomes bustling with all kinds of goods, from vegetables, tubers, fruits to meat, poultry, seafood... Some small traders also encroach on the road to display goods, causing unsightliness and traffic safety.
At rush hour in the morning or evening, sellers and buyers gather in large numbers, making already narrow alleys even more cramped, making it difficult for people to move and travel" - Ms. Le Thi Hang, a resident who regularly moves through here, shared.
About 2km away, trading activities are still reoccurring in the sidewalk area of National Highway 32 (section from Di Ai street - NT Home Phuong Canh apartment building). This is a makeshift market in Xuan Phuong ward on the list to be handled in January 2026.
Here, although functional agencies have placed signs prohibiting market meetings, business and trading activities still take place, even small traders let goods spill onto the sidewalk, obstructing the common walkway.
Or in Tu Liem ward, many spontaneous business points at the intersection of Ham Nghi - Nguyen Van Giap streets, Nguyen Dong Chi street... have not been completely resolved. Although the government has strengthened propaganda and reminders, sellers still try to "stick to" and disregard regulations on ensuring security and order, and urban civilization.
