Hanoi has said to do - do it quickly, do it right, do it effectively, do it to the end" - the direction of the General Secretary has become an action command, a consistent motto in the leadership and direction of the 18th City Party Committee Executive Committee.
With that spirit, the last months of 2025 witnessed a major breakthrough change in the drasticness and speed of work resolution of the entire political system, new, difficult, and unprecedented issues, and "blockages" that have existed for many years being focused on directing implementation.
Along with that, the City builds a completely new management model, shifting from management to construction, taking people and businesses as the center, all Party policies are for the goal of serving, for the happiness of the People.
The spirit of innovation, responsibility, decisiveness, and setting an example of the City leaders has spread and consolidated the people's belief in an action Party Committee.
2. Hanoi City Party Congress - realizing the vision of the Capital in the new era
Taking place from October 15 - 17, 2025, the 18th Congress of the Hanoi City Party Committee, term 2025 - 2030 with the theme "Promoting the thousand-year tradition of civilization and heroism; uniting to build a clean and strong Party Committee; pioneering and breaking through in the new era; developing a civilized, modern, and happy Capital" was successful.
This is the first Congress to take place after the Capital and the whole country implemented the revolution of streamlining the apparatus, arranging administrative units and organizing a two-level local government model.
With the motto "Unity - Democracy - Discipline - Breakthrough - Development", the Congress affirmed the bravery, wisdom, and development aspirations of the Party Committee, government and people of the Capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the Vietnamese nation.
3. Hanoi's deep imprint of identity in the series of activities to celebrate the 80th anniversary of the successful August Revolution and National Day September 2.
Under the close direction of the Central Government, Hanoi has systematically and scientifically deployed and successfully organized activities to commemorate major holidays and important political events of the country and the Capital with the highlight being a series of activities to commemorate the 80th anniversary of the August Revolution and National Day September 2 (A80), the Military Parade Commemorative Ceremony, the parade on the morning of September 2 at Ba Dinh historical Square - where the People are not only audiences, but also the subjects of the Mountains and Rivers Festival, together continuing to write glorious pages of history in the journey to bring the country into a new era.
The success of the A80 series of activities not only shows the organizational capacity of Hanoi but also shows the consensus of the entire political system and the People of the Capital. The city has left a beautiful image of hospitality and solidarity of elegant and civilized Hanoians.
4. Exemplary arrangement and effective operation of the two-level local government model
Along with the whole country, from July 1, 2025, Hanoi officially implements a two-level local government model, closer to the people, closer to the people. Not only reducing the number of commune-level administrative units the most in the country, Hanoi shows proactively implementing the arrangement of administrative units in a methodical and scientific manner, showing sensitivity and dynamism in realizing major policies of the Party and State.
After arrangement, the organizational structure of the City has been streamlined. 126 newly formed communes and wards not only show reasonable administrative boundaries but also ensure cultural harmony, while opening up new development space for each locality.
The direction and administration process has been streamlined and smoother; strengthened decentralization and authorization associated with administrative procedure reform and digital transformation; the effectiveness of coordination between sectors and levels has been improved. The development space of the Capital has been expanded, creating an important foundation for socio-economic development.
5. Budget revenue for the first time exceeds 600 trillion VND
Breakthrough, creativity, overcoming difficulties, along with the involvement of the entire political system, the joint efforts and consensus of the people and the business community, the socio-economy of the Capital in 2025 achieved positive results in many sectors and fields: Completing and exceeding 24/24 socio-economic targets. GRDP grew by about 8.2%. Total state budget revenue in the City by the end of December 25, 2025 was 668,520 billion VND, reaching 130.1% of the estimate, an increase of 37.8% compared to the same period in 2024. The economy continued to maintain macroeconomic stability, control inflation and ensure major balances.
The socio-economic results achieved in 2025 are an important premise for Hanoi to aim for double-digit growth in the coming years.
6. Pioneering in digital transformation, developing science and technology and innovation, creativity
Hanoi affirms its role as a pioneering locality in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The Digital Transformation Index (DTI) ranks first nationwide, leading in all 4 main indices; The Innovation Index (PII) in 2025 holds the number 1 position for the third consecutive year. Key projects started in 2025 not only create momentum for economic development, but also expand urban space, promote regional connectivity, and fundamentally solve long-standing problems such as traffic congestion, environmental pollution...
Immediately after the National Assembly passed Resolution 258/2025/QH15 piloting a number of specific mechanisms and policies to implement large and important projects in Hanoi Capital, the City urgently put the resolution into life with the commencement and acceleration of the completion of many works and projects: Starting construction of Tu Lien bridge; completing site clearance of Ring Road 1; National Exhibition and Convention Center Project; Ngoc Trai Theater and thematic cultural and artistic park construction investment project; Tran Hung Dao bridge construction investment project; starting construction of railway line No. 5 Van Cao - Hoa Lac; Olympic sports urban area; Red River Landscape Avenue; Project to renovate and renovate park on the 2nd side of the To Lich River; Gia Binh airport (Bac Ninh) with Hanoi connecting road... towards the goal of forming a "Red River Miracle".

Continuing to pioneer and take the lead in a number of activities to care for social security and welfare, the City has effectively implemented poverty reduction policies, care for people with meritorious services, support for vulnerable groups; and at the same time invested strongly in health, expanded high-quality medical examination and treatment services, strengthened grassroots healthcare and applied technology to community health management. Hanoi's Human Development Index (HDI) reached the highest level in the country. The city completed the goal of eliminating temporary houses and dilapidated houses and maintaining no more poor households according to multi-dimensional standards. Not only doing well in social security work in the locality, Hanoi has proactively and promptly supported many localities to overcome the consequences of natural disasters, contributing to consolidating the great national unity bloc. In particular, the Capital's cultural industry continues to become a bright spot with a series of events with the largest scale and influence in many years. Hanoi and central units have organized a series of events: activities to celebrate the 80th anniversary of the August Revolution and National Day September 2nd; National Concert "Fatherland in the Heart", "Hanoi - eternal brightness of Vietnamese aspirations", "Echoes of triumph", "Proud of being Vietnamese", Thang Long - Hanoi Festival...

National defense, security and social order and safety in the Capital continue to be maintained. Hanoi ensures absolute safety for nearly 3,000 important political and foreign affairs events, especially the 80th anniversary of the August Revolution and National Day 2.9.
