On November 4, the People's Committee of Hau Giang province plans to pilot the implementation of electronic health books (ESH) to serve integration on the VNeID application in the province.
The pilot implementation of the electronic health book for integration on the VNeID application in the province ensures compliance with the implementation roadmap of Decision No. 4750/QD-BYT dated December 29, 2023 of the Minister of Health at all medical examination and treatment facilities that perform medical examination and treatment under health insurance (HI); Strengthen the application of information technology and digital transformation to connect information formed during the medical examination and treatment process of people at public and private medical facilities, serving the work of medical management accurately and promptly.
On the basis of applying utilities from the electronic health book, people can conveniently monitor and manage their own health information; take the initiative in disease prevention, treatment, personal health care, reduce time and costs of medical examination and treatment at medical facilities.
The pilot scope will include public and private medical examination and treatment facilities licensed to operate under the Law on Medical Examination and Treatment and used for all types of outpatient examination, outpatient and inpatient treatment, day treatment, prescription and medication dispensing by appointment, remote examination and treatment.
According to the plan, the pilot implementation roadmap will be divided into 2 phases. Phase 1 will complete the conditions for preparing data interconnection at medical examination and treatment facilities; complete the registration and issuance of data interconnection codes for medical examination and treatment facilities; complete the registration and issuance of VNeID electronic health insurance book interconnection accounts; complete the development of the Pilot Implementation Plan, assign specific tasks and responsibilities at medical examination and treatment facilities... Phase 1 will be completed before December 31, 2024.
Phase 2 will implement receiving registration for medical examination and treatment using health insurance card number, citizen identification card number, personal identification number, recording, digital signature and connecting data of VNeID electronic health book; Receiving medical examination and treatment using VNeID electronic health book; Evaluating the results of the pilot implementation; Reporting progress, implementation results and periodic assessment results every 6 months. The completion time of phase 2 is until the Ministry of Health directs to stop the pilot.
