On December 13, the People's Committee of Dinh Cong Ward (Hanoi) coordinated with Hoang Ha Construction Investment Company Limited and related units to organize the clearance of re-encroachment works within the Ring Road 2.5 project, Dam Hong - National Highway 1A section.
Among these, Ms. L.T.H's household encroached on 290m2 of land within the project boundary.
The process of land clearance and compulsory land recovery is carried out by competent authorities in accordance with the procedures and regulations of law. However, during their duties, the authorities encountered fierce opposition in some cases, including Ms. H's younger brother and sister-in-law.
This not only causes difficulties and obstacles for forces on duty but also seriously affects the security and order situation in the area.
Some cases of deliberate resistance were then invited to the Dinh Cong Ward Police headquarters for questioning.

By noon of the same day, the authorities had completed the clearance of the encroachment of Ms. H's household and handed over the site to the investor of the Ring Road 2.5 project, Dam Hong - National Highway 1A section.
Previously, on December 12, 2 working groups of Dinh Cong Ward People's Committee launched a campaign to coordinate propaganda, mobilization, and persuasion of households and individuals with works and assets within the boundary of site clearance to implement the Ring Road 2.5 construction project.
During the propaganda and mobilization process, 13/18 people agreed to hand over the site to serve the project.

As of the evening of December 13, in Dinh Cong ward, there are 4 households and individuals with works and assets within the boundary of site clearance for the Ring Road 2.5 project.
Regarding the 4-storey house of Mr. H.V.V's household ( encroaching on the 38cm boundary), Dinh Cong ward is seeking opinions from the Hanoi Traffic Construction Investment Project Management Board for clearance in the project.
For Mr. V.C.B's 3-storey house ( encroaching on the 30cm boundary), the ward is waiting for the city's direction, because if the boundary is demolished correctly, it will damage the structure of the entire project.
For the remaining 2 cases, it is committed to proactively dismantling them after being propagandized and mobilized by the authorities.
Thus, the People's Committee of Dinh Cong Ward has basically completed the site clearance for the Ring Road 2.5 project, Dam Hong - National Highway 1A section, before December 15 as directed by the city.

The Ring Road 2.5 project, Dam Hong - National Highway 1A section, is about 1.6km long, with a total investment of more than 1,300 billion VND.
The project started in 2014, expected to be completed after 3 years but was delayed due to site clearance problems and waiting for the extension of the BT contract appendix.
By May 2025, the project will be restarted, expected to be completed in the first quarter of 2026, hoping to help reduce congestion, opening up new development space for the southern area of the capital.
