From July 1, 2025, the 2024 Social Insurance Law will officially take effect. One of the notable new policies is social pension benefits, applied to people aged 75 and over who do not receive monthly pension or social insurance benefits; people aged 70 to under 75 who are poor or near-poor households and do not receive monthly pension or social insurance benefits.
Immediately after the law took effect, the number of citizens coming to perform administrative procedures related to this regime at the Provincial and Commune-level Public Administration Service Centers in Gia Lai increased dramatically. Most of them are elderly people, having to wait a long time in limited health conditions, causing local overload at some points of application reception.
Meanwhile, the procedure for "Implementing, adjusting, and ceasing to receive social pension benefits" has been provided with full online public services on the National Public Service Portal at: https://dichvucong.gov.vn.
This procedure has a simple application, interactive electronic form, convenient for people and relatives to perform at home without having to go directly to public administrative centers.
To effectively implement the policy, the Office of the Gia Lai Provincial People's Committee has proposed that the People's Committees at the commune level direct associations and unions to increase propaganda and support people to carry out administrative procedures online. Localities need to widely inform people about the procedures that have been provided online, from declaration to receipt of results can all be done at home.
Localities need to arrange additional points for receiving documents in residential areas, ensuring the most convenient for people, especially the elderly. At the same time, direct the Commune-level Police and the Department of Culture and Social Affairs to coordinate in reviewing citizens eligible for social pension benefits; control poor and near-poor households to promptly notify each village, hamlet, and residential group.
Thereby, directing union organizations and volunteer forces at the grassroots level to proactively coordinate and promptly inform each household about social pension subsidy policies, while providing specific instructions on how to carry out procedures, to ensure that no beneficiaries are missed, clearly demonstrating the responsibility of the locality in implementing the policy.
Public Administration Centers need to arrange separate support counters to instruct citizens to declare the form, not requiring people or organizations to have VNeID immediately at the time of submitting the application directly.
The Gia Lai Provincial Youth Union continues to promote the pioneering role of young people in administrative reform. In addition to mobilizing union members and young people to support people to submit applications and documents online at Public Administration Service Centers, it is necessary to direct forces to guide people to submit documents online right at home, without having to travel to the Center.
In Quy Nhon ward, in order to reduce the burden on the Public Administration Center (127 Hai Ba Trung), the ward coordinated with the Post Office to open 3 more points to receive/return results of documents related to social pension benefits procedures, including: Score 1 at 2 Tran Thi Ky; Score 2 at 197 Phan Boi Chau and score 3 at 964 Tran Hung Dao.
