According to the Quang Ninh Provincial Hydrometeorological Station, at 1:00 p.m. on September 24, the center of storm No. 9 (Ragasa) was at 21.5 degrees North latitude; 112.6 degrees East longitude, about 510 km east of Mong Cai (Quang Ninh).
The strongest wind near the storm center is level 14 (150-166 km/h), gusting to level 17, moving west-northwest at a speed of about 20 km/h. It is forecasted that from the night of September 24, the Co To - Van Don sea area will have strong winds of level 7-8, then increase to level 9-11, gust level 12-13, waves 3-5m high, and rough seas.

Faced with the complicated developments of the storm, Co To Border Guard Station deployed forces to ports to guide and call for ships to anchor safely, coordinate with local authorities to support fishermen to build houses and aquaculture cages.
By the afternoon of September 24, 468 fishing boats in the area had moved to safe shelters.
In Mong Cai 1 ward, the local government has requested neighborhoods to prepare facilities at cultural houses to receive people in case of emergency evacuation; reserve food, necessities, medicine; strengthen inspection of the dike system, drainage culverts, and areas at risk of landslides and flooding.

Hai Hoa and Tra Co Border Guard Stations continue to deploy the work of reviewing, calling for and supporting the movement of boats and fishing vessels at sea to safe shelters.
Coordinate with the Quang Ninh Maritime Port Authority in Mong Cai, the Quang Ninh Waterway Port Authority and the Quang Ninh Waterway Vehicle Inspectorate in Mong Cai to announce and strictly prohibit watercraft from operating seafood from 10:00 a.m. on September 24, 2025 (it is possible to consider allowing ships to return to shelters, anchor and complete this work before 3:00 p.m. on September 24, 2025).
