Ms. Nguyen Thi Binh (character's name has been changed) said that she is currently a school laboratory equipment officer, with a degree in equipment college. She was recruited to the state payroll in 2024, ranked as a civil servant V.07.07.20, with a salary level of 6, coefficient of 3.65 (colleggious qualifications).
Previously, from April 2019, according to the announcement of the District People's Committee on contract salary adjustment, she was entitled to a salary level 1 of university level, coefficient 2.34, and paid social insurance at this salary level until she was recruited into the payroll.
In addition to her degree in equipment college, Ms. Binh said she also has a bachelor's degree in Information Technology and a certificate in pedagogical skills.
From the above reality, Ms. Nguyen Thi Binh wonders: if she participates in the recruitment exam and is admitted to the position of IT teacher at the secondary school level, her salary will be classified according to the level and position, and the time she has previously paid social insurance will be counted to determine her seniority when arranging salary or not.
Regarding Ms. Binh's petition, the Ministry of Home Affairs responded on the Electronic Information Portal.
According to the provisions of Decree No. 85/2023/ND-CP, in the case of a person recruited or accepted as a civil servant as prescribed in this Decree who has previously worked in accordance with the provisions of law and has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it will be accumulated), that time will be calculated as the basis for salary classification according to professional title in accordance with the recruited or accepted job position if meeting all the prescribed conditions.
