Faced with the reality that the locality is always in the low-ranking group in the rankings on administrative reform and public governance efficiency, the People's Committee of Cao Bang province has issued Plan 2163/KH-UBND on improving and enhancing the PAR-INDEX, SIPAS and PAPI indices in 2025 with many synchronous and specific solutions.
According to the results announced in 2024, Cao Bang province ranked 63/63 in the administrative reform index (PAR-INDEX), 57/63 in the people's satisfaction index (SIPAS) and 51/63 in the public administration and public administration efficiency index (PAPI). Despite some improvements from last year, the rankings are still in the bottom group.
To overcome this situation, the Provincial People's Committee aims to increase both scores and rankings in 2025. In particular, special attention is paid to improving the direction and operation, quality of reception - settlement of administrative procedures, building e-government and improving people's satisfaction.
Cao Bang province requires 100% of administrative procedures to be public and transparent on the public service system, raising the rate of on-time records to over 98%, expanding the form of results return via public post. People's feedback and recommendations must be received and processed promptly and publicly.
At the same time, departments, branches and commune-level People's Committees must develop a specific action plan, to be completed before July 20, 2025. The Department of Home Affairs plays the role of monitoring and urging units; the implementation results will be associated with the emulation and year-end reward evaluation.
With a clear orientation, Cao Bang hopes to gradually improve the quality of service for people, aiming to build a professional, transparent and people-centric administration.
