Project of the Program for Development of Grade II Cities (green cities) - Vinh Phuc province component project, borrowing capital from the Asian Development Bank (ADB) with a total investment of 2,045.2 billion VND.
Of which, ODA funding is 1,445.5 billion VND, ODA (ADF) capital is 934.2 billion VND; concessional loan (OCR) capital is 458.81 billion VND; non-refundable aid capital is 44.6 billion VND; Vietnam's counterpart capital is 599.64 billion VND.
The project includes 7 components with 8 construction packages, implemented in the former Vinh Phuc province area with a total land area to be recovered of 44.16ha.
With Component 5 project: Developing a green tree system in the southern area of Dam Vac approved under Decision No. 471/QD-UBND dated July 28, 2025 of Phu Tho Provincial People's Committee.
This component project has a total investment of more than 610 billion VND invested by the Vinh Phuc Regional Project Management Board.
In the total investment, site clearance and resettlement costs are 107 billion VND, construction costs are more than 393.5 billion VND, equipment costs are more than 19.5 billion VND, project management costs are nearly 4.4 billion VND, construction investment consulting costs are more than 17.5 billion VND, other costs are more than 33.5 billion VND, and contingency costs are more than 35.2 billion VND.
According to the reporter's investigation, the Vinh Phuc Regional Project Management Board (Project Investor) has just approved the contractor selection results for the package "Developing the green tree system in the South of Dam Vac" belonging to Component 5 project.
According to the approval decision, Dai Phong Construction Joint Stock Company is the enterprise that won the construction package of Component 5 project with a price of more than 440 billion VND.
Thus, the above-mentioned contractor will construct the bidding package with the main tasks being construction, equipment, pile testing, and issuing construction permits for connection agreements. The contract implementation period is 48 months.
Previously, component projects had been adjusted by Phu Tho Provincial People's Committee:
Project Component 1 (Dam Vac Lake dredging and landscape preservation) and Component 5 (Green tree system development in Dam Vac South area): Project implementation time adjusted to the end of June 30, 2028.
Project Component 3 (Level 3 wastewater connection system) and Component 4 (Wastewater and household hygiene cycle fund): Project implementation time adjusted to the end of December 31, 2026.
Component 1 Project (Dam Vac Lake dredging and landscape preservation) has its total investment adjusted from more than 270.8 billion VND to 213.7 billion VND.
Dam Vac Lake not only plays the role of the green lung of the former Vinh Yen city area but also a water regulation area, reducing flooding in the rainy and flood season.
The renovation and promotion of the lake's value is expected to turn this place into an attractive eco-tourism and resort destination, contributing to creating motivation for socio-economic development.
With strong investment, the project will not only focus on environmental protection but also on developing cultural and historical values associated with the locality.
This is one of the solutions to attract investment, improve the quality of life of people, and at the same time create additional revenue from tourism and service activities.
