Overcoming consequences of floods and stabilizing people's lives

The impact of storm Tra Mi (storm No. 6) has caused damage in Quang Tri province with many households flooded, traffic infrastructure damaged and agricultural production affected, but fortunately there were no human casualties. Currently, flood waters are gradually receding, and local people are starting to overcome the consequences.

Timely rescue, reasonable relief

By October 31, the rain had stopped in Quang Tri province, the water level on the rivers had decreased, and flooding only occurred locally in some localities in Vinh Linh and Hai Lang districts.

Ms. Tran Thi Hoa (Phuc Lam village, Vinh Long commune, Vinh Linh district) said that since the evening of October 27, after heavy rain, flood water rose very quickly and surrounded her family's house. There were only an elderly couple in the house, so they evacuated a few belongings to higher ground and then sought shelter. Now the water has gradually receded, and local authorities are assisting the family in overcoming the damage.

Three days ago, Phuc Lam and Sa Nam villages of Vinh Long commune were deeply flooded and isolated, because all roads were submerged in floodwater, and boats were used to get there. Ms. Nguyen Thuy Duong, Secretary of the Vinh Long Commune Party Committee, said that the flood water level in the commune was high, exceeding the peak of the flood in 2020, causing severe flooding in about 600 households. The water rose suddenly, but before that, the locality had thoroughly implemented plan 4 on the spot, so the damage was minimized, especially there was no loss of life.

“Thanks to the close direction of superiors and reasonable plans, and the coordinated efforts of forces, the rescue was carried out promptly and safely. The relief work for people in flood-hit areas was also scientific, leaving no one behind,” said Ms. Nguyen Thuy Duong.

Focus on repairing damage

According to the Quang Tri Province Steering Committee for Natural Disaster Prevention and Search and Rescue, due to the impact of storm Tra Mi, 2,555 houses in Quang Tri Province were flooded; 308.85 hectares of crops and vegetables were flooded and damaged; 706.29 hectares of aquaculture were flooded and damaged, with the most damage in Vinh Linh District with 619.04 hectares. Nearly 20,000 livestock and poultry were killed and swept away by water in the province.

Regarding infrastructure, National Highway 15D was eroded at 3 locations; DT.571 road connecting Vinh O commune with Vinh Linh district was severely damaged, making it impossible for vehicles to circulate; the North-South railway section of more than 1.3km long at Sa Lung - Tien An station, passing through Vinh Linh district was severely damaged; irrigation canals and ditches were damaged, eroded, washed away, and filled in about 5,655m, of which 3,840m was in Vinh Linh district, 1,000m in Gio Linh; dykes and embankments were eroded and damaged at 1,990m in Gio Linh district and 1,600m in Trieu Phong district; the coastline through Tan Hai village, Gio Hai commune, Gio Linh district was eroded for about 5km...

To quickly overcome the consequences, Party committees and authorities at all levels have urgently taken action, focusing on stabilizing people's lives, students' studies, and repairing damage to traffic, electricity, and healthcare infrastructure; along with that, fully preparing response plans for other complex weather conditions that may occur in the coming days.

Mr. Vo Van Hung - Chairman of Quang Tri Provincial People's Committee - said that the highest storm prevention plans that Quang Tri province has set out are to ensure the safety of people's lives, and localities have implemented them very well.

"Promoting the spirit of 4 on-the-spot actions, in which the armed forces play a core role, has been effective in preventing storms and floods," Mr. Vo Van Hung affirmed.

Regarding the damage that has occurred, Mr. Vo Van Hung requested units to urgently fix the road and bridge problems, ensuring that no commune is isolated. He requested that localities ensure the minimum needs of people for food, drinking water and medicine; after the water recedes, they must proactively support people to restore production, ensuring the right crop schedule.
