The Ring Road 2.5 project, Dam Hong - National Highway 1A section, technically opened to traffic on February 10, 2026, but there are still obstacles in site clearance (GPMB) that have not been completely resolved.
Accordingly, in Phuong Liet ward, there are still 2 households with an area of 59.3m2 (1 household recovered 6.1m2/129.8m2 and 1 household recovered 53.2m2/110.9m2) belonging to the Dinh Cong Central Construction Area project (now Dinh Cong New Urban Area) of Housing and Urban Development Investment Corporation (HUD Corporation) located in the sidewalk area of Ring Road 2.5 project that have not carried out site clearance work.
The Hanoi Traffic Construction Investment Project Management Board has proposed to the City People's Committee to consider and give opinions directing HUD Corporation to sign a land clearance contract with Phuong Liet Ward People's Committee for 2 households with an area of 59.3m2 located within the boundary of Ring Road 2.5.
Phuong Liet Ward People's Committee said that it has assigned the Economic, Infrastructure and Urban Department to contact Dinh Cong Ward People's Committee to study land management records in the GPMB area related to the above 2 households (before July 1, 2025, this GPMB location belonged to Dinh Cong Ward).
The Investment - Infrastructure Project Management Board summarizes legal documents to serve the site clearance work of the project; continues to advise the Ward People's Committee to send documents to the Hanoi Institute of Construction Planning to collect documents and drawings; based on the legal documents provided and supplemented by HUD Corporation, assign the Investment - Infrastructure Project Management Board to sign a contract with HUD Corporation to deploy some contents related to site clearance work in advance.
Ward police grasp the security and order situation in the area, classify subjects whose land is recovered to grasp the thoughts and aspirations of households to have a basis for propaganda and mobilization from the first day of deploying site clearance work.
On April 13, 2026, the Phuong Liet Ward Investment - Infrastructure Project Management Board signed Contract No. 92/HDKT-BQLDA-HUD with HUD Corporation on the implementation of compensation, support, and resettlement work to serve the site clearance of the Dinh Cong Concentrated Construction Area project (now Dinh Cong New Urban Area), Phuong Liet ward.
Phuong Liet Ward proposed that HUD Corporation deduct 80% of the amount of 134,389,000 VND (equivalent to 107,511,000 VND) to the account of the Phuong Liet Ward Investment - Infrastructure Project Management Board to implement the land clearance and land acquisition steps according to regulations and hand over to the construction contractor for the Ring Road 2.5 Dam Hong - National Highway 1A project.
The investment project to build Ring Road 2.5, Dam Hong - National Highway 1A section was started in 2014 with a length of 1.6km, total investment of about 1,317 billion VND under the BT (build - transfer) contract form, expected to be completed in 2017.
However, the project progress was delayed due to problems in site clearance and waiting for BT contract extension.
By 2020, when only about 40% of the workload was completed, the project had to be temporarily suspended.
After 5 years of suspension, by the end of May 2025, Hoang Mai - Hanoi Construction Investment Co., Ltd. (project enterprise) will organize the Groundbreaking Ceremony for the 2.5 Ring Road project, Dam Hong - National Highway 1A section.
For the section from Km0+320 (lane 192 Le Trong Tan) to Km1+600 (location adjacent to the underpass of Ring Road 2.5 and Giai Phong road) with a length of 1,280m, technical traffic has been opened from February 10, 2026.
