Khanh Hoa warns of risk of flash floods and landslides

Khanh Hoa - Soil moisture in some areas has nearly saturated, over 80%, increasing the risk of flash floods, landslides, and subsidence in mountainous communes.

On September 14, news from Khanh Hoa Provincial People's Committee said that it had issued an official dispatch on proactively responding to flash floods, landslides, and land subsidence caused by rain and floods in the province.

According to the soil moisture model, some areas in Khanh Hoa province have nearly saturated, with moisture levels above 80%, even reaching saturation.

In the coming time, the risk of flash floods on small rivers and streams in mountainous areas; landslides on slopes and land subsidence is warned in communes of the province.

Faced with the above risk, Khanh Hoa Provincial People's Committee requests the People's Committees of communes, wards, and special zones to enhance the role and responsibility of heads of grassroots governments; regularly monitor and update forecast bulletins and warnings of flash floods and landslides from Khanh Hoa Provincial Hydrometeorological Station.

Localities are also required to update directing information and quick warnings transmitted through the Zalo channel of the Provincial Civil Defense Command.

Based on specific warning information in the area, localities must proactively activate response plans according to the "4 on-site" motto, in accordance with the actual situation; do not wait passively for directives from superiors before deploying.

People's Committees of communes, wards, and special zones are required to organize shock forces to review and inspect the field in key areas with high risk of flash floods, landslides, and land subsidence.

Areas that need to be focused on inspection include riverbanks, streams; foothill slopes, steep passes; areas under leveling, construction and key traffic routes.

In high-risk locations, localities must install warning signs, arrange guards; implement warning measures, set up checkpoints and proactively evacuate and relocate people and property to safe places before incidents occur.

For cases of non-compliance, localities are required to resolutely enforce evacuation, ensuring absolute safety of people's lives.

The Chairpersons of the People's Committees of communes, wards, and special zones are fully responsible to the Chairman of the Provincial People's Committee and the law if they relax leadership and direction; are slow to update warning information or do not promptly implement on-site response measures, leading to damage to people and property in the managed area.

Khanh Hoa Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Standing Office of the Provincial Civil Defense Command and relevant agencies and units to closely monitor the developments of rain, floods, flash floods, and landslides.

When complex natural disaster situations appear beyond the authority of the grassroots level, the Department of Agriculture and Environment must promptly advise and propose to the Provincial People's Committee urgent handling measures.

The unit is also responsible for summarizing the damage situation, response work and reporting to the Provincial People's Committee periodically and unexpectedly according to regulations.
