On June 19, information from the Department of Home Affairs of Khanh Hoa province said that 100% of the People's Councils of communes and wards in the province have passed resolutions on arranging and reorganizing villages and residential groups under their management.
The Truong Sa special zone currently temporarily maintains its current organizational status and is awaiting instructions from competent authorities on arrangements in the near future.
Accordingly, Khanh Hoa province has implemented the arrangement of 1,233 villages and residential groups (including 683 villages and 550 residential groups) and 1 residential cluster, into 880 villages and residential groups (including 521 villages and 359 residential groups).
After arrangement, the whole province reduced 353 villages and residential groups, reaching a rate of 28.6%. In which, the number of villages decreased by 162 units, equivalent to 23.7%; the number of residential groups decreased by 191 units, equivalent to 34.7%.
In addition to completing the arrangement work, Khanh Hoa province is urgently implementing the task of building and promulgating regulations on the organization and operation of villages and residential groups in the province.
At the same time, the province is also completing dossiers to submit to the Provincial People's Council for promulgation a resolution stipulating the level of allowances, support levels, concurrent positions and concurrent allowances for non-specialized personnel in villages and residential groups as well as those who directly participate in activities at the grassroots level.
According to the leader of the Department of Home Affairs of Khanh Hoa province, the locality is focusing on fully resolving regimes and policies for redundant non-specialized personnel after arrangement, and at the same time researching appropriate support mechanisms for cadres in villages and residential groups.
The arrangement of villages and residential groups is identified as a necessary requirement to streamline focal points, improve management efficiency at the grassroots level, in accordance with the two-level local government model.
The goal is to build a system of villages and residential groups that operate effectively, close to the people, close to the people, and better meet the requirements of serving the People in the new period.
