On September 23, Khanh Hoa Provincial People's Committee announced that it had issued a plan to review and remove difficulties and obstacles for backlog and prolonged projects in the area.
The plan aims to handle projects with violations occurring before August 1, 2024, within the scope of special mechanisms allowed by the National Assembly. Thereby accelerating project progress, unlocking resources and improving the efficiency of State management.
The review is carried out according to Resolution 29/2026/QH16 dated April 24, 2026 of the National Assembly and Decree 147/2026/ND-CP guiding the implementation of this mechanism.
One of the groups being reviewed is projects that have been granted Certificates not in accordance with regulations, including the type of "residential land without forming residential units".
According to the province's plan, the group of projects that have generated transactions with third parties includes 15 projects. Of which, 14 projects have been concluded by the Provincial Inspectorate.
Nha Trang Tourist and Entertainment Area, invested by Hoan Cau Nha Trang Joint Stock Company, is expected to be inspected in October 2026, chaired by the Government Inspectorate.
Handling this group includes inspection steps to identify violations, review conditions for continuing project implementation and adjust land use purposes and terms.
The Department of Construction is the presiding unit, advising the Provincial People's Committee to complete the review and decision in November 2026. The Department of Agriculture and Environment presides over advising on procedures related to certificates, completion time in December 2026.
For the group of projects selecting investors without auctioning land use rights, without bidding to select investors but having been allocated land and leased land, the province has 94 projects.
Of which, 92 projects have had inspection conclusions. Two projects that must be additionally inspected include Phuoc Dong Housing Area and HUD Building Nha Trang Apartment and Office for Lease Complex.
The Department of Finance is assigned to take the lead in reviewing the conditions for projects to continue to be implemented, including considering the conformity with planning, not violating national defense and security planning, 3-type forest planning and investor capacity. Expected completion time is December 2026.
In addition, 24 projects belonging to groups that have selected investors but have not been allocated land or leased land are also reviewed according to specific mechanisms.
Projects must meet conditions on planning, defense land, security, forests and investor capacity before being considered for continued implementation.
For the group of investment projects on land that the State has recovered but is not subject to land recovery according to regulations, the Department of Agriculture and Environment will make a preliminary list in September 2026.
The Provincial Inspectorate will complete the inspection in October; the official list is expected to be approved in November and the consideration for allowing continued project implementation will be completed in December 2026.
The plan is implemented until the end of May 31, 2031. Agencies assigned to take the lead must monitor the progress and report to the Provincial People's Committee if the removal is not completed within the time limit.
