Proposal to cut cumbersome administrative procedures
In order to strengthen supervision, absorb voters' opinions and perfect mechanisms and legal policies, in recent times, the Gia Lai Provincial People's Council has issued many practical resolutions that have been put into practice.
The Provincial People's Council also requested the Provincial People's Committee and authorities at all levels to strengthen the protection of mineral resources and support investment enterprises.
In April 2025, the Provincial People's Council organized a delegation to supervise the implementation of investment calling projects for the period 2018-2022.
The delegation conducted a field survey of 3 projects: Gia Lai Vina Duck Breeding Farm (H Bong Commune); Chu Se High-Tech Agricultural Area ( Ia Glai Commune) and Nam Pleiku Industrial Park.
At Gia Lai Vina Duck Breeding Farm, the project was approved by the Provincial People's Committee for investment with a scale of 21,000 pigs/catch, an output of about 5 million eggs/year, and a total adjusted investment capital of VND34.4 billion.
However, some legal procedures are still not yet complete. Similarly, the Chu Se High-Tech Agricultural Zone project invested by Viet Phuc Import-Export Production and Production Joint Stock Company was approved in June 2021 with an area of over 144 hectares, but has not yet completed the necessary documents.
Through supervision, the working group requested investors to urgently complete legal procedures; at the same time, requested relevant departments and branches to continue to monitor and support businesses to implement their commitments.
Mr. Truong Van Dat, Permanent Vice Chairman of the Gia Lai Provincial People's Council, emphasized that the supervision aims to review recommendations and enhance the state management responsibility of the Provincial People's Committee and relevant agencies.
Many problems need to be specifically resolved, especially in attracting investment, developing high-tech agriculture, industrial parks, credit for cooperatives, digital transformation and environmental protection in livestock farming.
"Departments and branches need to boldly cut down on cumbersome and unnecessary administrative procedures, implementing the spirit of government creation, serving people and businesses," said Mr. Dat.

Protecting mineral resources, avoiding tax losses
Gia Lai is a large area, with hundreds of mineral mines such as stone, sand, gravel... serving the needs of building bridges, roads, and highways.
Faced with some shortcomings in management such as illegal mineral exploitation, exploitation beyond capacity, causing the risk of resource depletion and environmental pollution...
The working group of the Standing Committee of the Provincial People's Council not only listened to written reports but also organized field monitoring teams in localities such as Dak Po, Ia Pa, Kong Chro, Chu Pah, Chu Se, Chu Pu and Phu Thien.

Regarding the management and exploitation of minerals, the Standing Committee of the Provincial People's Council assessed that the exploitation activities of enterprises have gradually become more orderly, contributing to creating jobs for workers and actively contributing to the State budget.
However, in reality, there are still many shortcomings and violations. Specifically, some enterprises have not seriously installed weighing stations and surveillance cameras; many mineral mines have not fully determined the location of the boundary markers of the exploitation area; there are no effective environmental protection measures; the return of soil after exploitation has not met requirements.
On the other hand, departments, branches and local authorities have not been able to control the reserves at licensed mines, as well as actual exploitation output.
Therefore, tax calculation mainly relies on reports and declarations of enterprises, easily leading to loss of State budget revenue.
In that situation, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee and relevant departments and branches to clearly explain the management responsibility and the responsibility of the head of the unit.
At the same time, it is recommended that competent authorities learn from experience, overcome shortcomings, and strengthen solutions to manage and protect minerals more effectively.
The supervision focuses on prominent issues to clarify the causes, propose solutions and recommend to the Central and National Assembly, contributing to perfecting mechanisms and legal policies such as the Law on Minerals and the Law on Investment, in line with the requirements of innovation in the current period.
