In the petition, An Khang Joint Venture proposed re-evaluating the equipment that was assessed as not achieving, and at the same time recommended evaluating the fact that the bidding documents (HSMT) did not specifically state the scoring method, causing difficulties for contractors in the bidding process, reducing competitiveness.
It is worth mentioning that on this issue, previously, a bidding unit, Hoang Long Equipment Company Limited, also expressed its opinion requesting the Department of Health of Binh Dinh province to clearly publicize the assessment and scoring methods.

Binh Dinh Provincial People's Committee directs review and resolution of contractor's recommendations
On April 22, 2025, the People's Committee of Binh Dinh province sent a document to the Department of Finance to forward the petition of An Khang consortium on the bidding results.
"I request the Department of Finance to preside over and coordinate with the Department of Health and relevant agencies and units to consider and propose the settlement of contractor's recommendations on bidding results in accordance with the provisions of law" - Binh Dinh Provincial People's Committee directed.
