Resolution No. 20/2023/NQ-HDND of Lai Chau Provincial People's Council stipulates policies to attract high-quality human resources and treatment regimes for doctors working at public health facilities in the province.
According to the resolution, the province will pay one-time financial support to those recruited and accepted from outside the province or from non-public service units to work.
The support level ranges from 100 million to 600 million VND depending on the qualifications and profession:
Doctor of various majors: 600 million VND.
Doctor of Medicine II: 550 million VND.
Master of Medicine, Doctor in Residence, Doctor of Pharmacy I: 400 million VND.
General practitioner, Dentist, Preventive Medicine: from 250 - 350 million VND depending on the learning outcome.
Regular university majors: Information Technology, English Language, Chinese Language, High-Tech Agriculture, English Pedagogy, Information Technology Pedagogy: 100 - 150 million VND.
Fine Arts, Music graduation rate or higher: 100 million VND.
Excellent graduates according to Decree 140/2017/ND-CP: 200 million VND.
The policy beneficiary must commit to working in Lai Chau for at least 8 years, while doctors and nurses in the II specialty must commit to at least 5 years. In case of violating the commitment, the individual must return all or part of the support fund.
In addition to the attraction policy, Lai Chau province also issues a monthly treatment regime for doctors working at public health facilities.
The support level ranges from 1 - 2 million VND/month, maximum for 60 months:
Doctor of Medicine, Doctor of Medicine II: 2 million VND/month.
Master of Medicine, Doctor in Residence, Doctor of Specialization I: 1.5 million VND/month.
Doctors at commune and ward health stations, regional polyclinics: 1 million VND/month; in particularly difficult areas, 1.2 million VND/month is spent.
The condition to receive support is to complete the task well or better, comply with work assignments, and not violate discipline.
Lai Chau is a mountainous and border province that still faces many difficulties in attracting highly qualified doctors and human resources. The issuance of Resolution 20/2023/NQ-HDND is expected to help solve the shortage of human resources, especially in the health sector, while motivating the team of intellectuals and doctors to feel secure in sticking with the locality for a long time.
The funding source for implementation will be allocated from the state budget and other legal sources.
The Resolution takes effect from August 1, 2023.
