Reasons for slow disbursement of public investment capital

According to the Lam Dong Provincial Department of Finance, since the beginning of the year, the total disbursed capital has reached 253 billion VND, reaching 3.5% of the plan, not reaching the set target.

In 2025, the whole province will be allocated a total of VND 7,173.422 billion in public investment capital. Key projects including expressway, Ta Hoet lake, Dong Thanh lake, Kazam lake... are facing many difficulties, the capital disbursement progress is slow, and has not met requirements.

In addition, there are 3 remaining projects including the Investment Project to build the western bypass of Bao Loc city; the Ta Hoet reservoir construction project; the Dong Thanh reservoir project.

Explaining the reasons for the delay in the progress of key projects and low disbursement, Mr. Ton Thien San, Director of the Department of Finance of Lam Dong province, said: "Many projects related to forests and forest land cause difficulties in converting land use purposes".

According to Mr. San, there are projects that have to adjust the project items to locations with no forests, so the project investment time is extended.

In fact, through the survey, the capacity and responsibility of investors and construction contractors, the consulting unit is still weak, the responsibility is not high. The units lacked initiative and determination in directing the acceleration of project implementation and disbursement of public investment capital.

Investment supervision has not received due attention from authorities at all levels, and projects that are behind schedule have not been promptly handled...

Focus on removing difficulties and obstacles

The Director of Lam Dong Provincial Department of Finance added that in the coming time, the unit will inspect and urge investors to take advantage of favorable weather to speed up construction progress. If difficulties or problems arise, they will promptly propose to the Provincial People's Committee to resolve them.

For the Tan Phu - Bao Loc expressway construction project alone, a member of the Working Group under the Department of Finance has completed the review of the technical research report.

The investor has completed the environmental impact assessment dossier and submitted it to the Ministry of Natural Resources and Environment for approval.

As for the Bao Loc - Lien Khuong expressway project, the investor is completing the technical research report according to the appraisal opinion of the competent authority.

According to research, the Lam Dong Provincial Department of Finance is urgently reviewing, urging, and removing difficulties in a series of important projects, contributing to changing the appearance of urban areas in the locality.

Including the project to build new urban area No. 6 (Da Lat); New urban area of Ly Thuong Kiet - Bao Loc road; New urban area of Nam Song Da Nhim; Investment project to build part of Van Tam residential area; Bi Doup residential area project (Lac Duong district).

In the face of the above situation, Mr. Tran Hong Thai, Chairman of Lam Dong Provincial People's Committee, assigned the Department of Finance to closely coordinate with relevant units to quickly remove difficulties and obstacles in key projects.

Thereby, ensuring the disbursement progress of public investment capital according to the set plan. "If projects are delayed or cannot be implemented, there is a part of the fault of departments, branches... The Provincial People's Committee is ready to work with each project, wherever there are difficulties, to resolve them there", the Chairman of Lam Dong Provincial People's Committee emphasized.
