On March 4, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai signed a Decision on the establishment of a Bao Loc City bypass road receiving team from the Ministry of Transport to complete procedures to continue investing in completing this project in the coming time.
The receiving team is headed by Mr. Nguyen Van Gia - Director of the Department of Construction of Lam Dong province. Mr. Hoang Anh Tuan - Deputy Director of the Department of Construction - will hold the role of deputy team leader.
The team members include: Mr. Le Binh Minh - Deputy Director of the Department of Finance; Mr. Le Van Thanh - Deputy Director of the Department of Justice; Mr. Nguyen Viet Nam - Vice Chairman of Bao Loc City People's Committee;
Mr. Tran Van Hiep - Deputy Director of the Provincial Traffic Project Management Board; Mr. Truong Thanh Son - Deputy Head of the Bidding, Appraisal and Investment Supervision Department, Department of Planning and Investment (now Department of Finance);
Mr. Nguyen Hoang Thanh Nam - Deputy Head of the Department of Urban Development and Technical Infrastructure, Department of Construction.

According to the Decision, the Reception Team is responsible for working with relevant units to review and assess the current status of the completed construction items, clarify the causes of landslides, subsidence of the road surface and some other items before receiving them.
The team is also responsible for carrying out procedures to receive the completed workload and the remaining unfinished work, ensuring that the documents related to the Bao Loc City bypass comply with regulations. At the same time, the team must ensure the accuracy and completeness of the data, content and received documents.
In addition, the Reception Team will coordinate with relevant units to study opinions from the multilateral Investment Guarantee Agency (MIGA) and advise and propose solutions according to regulations.
After completing the task, the Reception Team will hand over all documents, papers and receipt content to the Lam Dong Provincial Traffic Project Management Board for implementation of the next steps. The group will automatically disband after completing the assigned tasks.
As reported by Lao Dong Newspaper, the Bao Loc City bypass is more than 15km long, with a total investment of more than VND800 billion, started in February 2017 and expected to be completed in 2019.
However, by October 2020, the project was forced to temporarily suspend construction when it had completed about 70% of the volume due to lack of capital.
During the suspension period, the road was seriously degraded, many items were damaged, causing loss of property and waste of the State budget. At the same time, this situation also makes traffic unsafe, poses a potential risk of accidents, and affects people's lives.
