On the morning of May 19, 2025, a major fire broke out at the factory of Tam Duong Import-Export Joint Stock Company, in Thuong village, Duy Phien commune, Tam Duong district, Vinh Phuc province, causing many property damages.
This is a large leather shoe factory with 4 floors, the 4th floor is a warehouse containing raw materials, the fire spread from the 4th floor to the floors below.
It is worth mentioning that a day earlier, also in Vinh Phuc, at Vietnam Safety Equipment and Products Company Limited, Lot C15, Ba Thien II Industrial Park, Thien Ke Commune, Binh Xuyen District, a major fire broke out. This is an area with many flammable materials, so the fire broke out large, spreading over an area of about 1,000m2.
The provincial authorities mobilized 1 command vehicle, 18 fire trucks, 3 steam trucks and 126 officers and soldiers. At the same time, 2 more excavators from agencies and businesses were mobilized to the scene to put out the fire to prevent it from spreading to neighboring areas.
In Hanoi, on May 13, a fire broke out in Tay Mo ward, Nam Tu Liem district at factory area at 860 Phuc Dien. The City Police Command Information Center has mobilized 70 officers and soldiers of the City Police Fire Prevention and Rescue Police Department with 2 command vehicles, 10 fire trucks, 1 rescue vehicle, 1 truck carrying specialized vehicles, and 1 water tank to the scene.
On May 15, 2025, a fire broke out at a company in Song Than 3 Industrial Park, Phu Tan Ward, Thu Dau Mot City, Binh Duong Province. The factory where the fire occurred was about 5,000m2 wide, with a fire area of about 700m2.
There were no human casualties in the fires, except in the case of Lieutenant Colonel Nguyen Le Cuong who had his glass broken due to high temperatures, shot a length in the left shoulder, resulting in injuries while participating in firefighting at the factory in Tay Mo ward, Nam Tu Liem district, Hanoi.
However, the material damage was huge. The question is: Is the fire prevention and fighting work in factories still loose?

The Ministry of Public Security is also drafting a Decree regulating administrative sanctions for violations in the fields of fire prevention, fire fighting and rescue. Notably, the draft proposes to increase the fine many times for some violations of fire prevention and fighting in the installation, management and use of electricity. In which, the maximum fine in the field of fire prevention and fighting and search and rescue, for individuals is 50 million VND, for organizations is 100 million VND.
Proposal to fine 6 - 8 million VND (currently 2 - 5 million VND) for the act of installing and using electrical wires, electrical equipment, turned off equipment, and protection that does not ensure fire safety. Fine 10 - 15 million VND (currently 5 - 10 million VND) for the act of using electrical equipment that does not ensure fire prevention and fighting requirements in environment with fire and explosion hazards; not ensuring electrical systems for fire prevention and fighting.
Fine 25 - 30 million VND (currently 15 - 25 million VND) for not having a fire protection system; fine 3-5 million VND for bringing lighters, mobile phones, fire sources, fire-ghosting equipment, generating heat to places with regulations prohibiting fire prevention; the act of not participating in fire fighting, rescue, and relief when possible and permitted is proposed to be fined from 3 - 5 million VND...
The draft proposes a level of 15 - 25 million VND for obstructing forces and fire fighting equipment (currently 5 - 10 million VND). The fine is increased to 30 - 40 million VND for failure to implement or not maintaining traffic routes for fire fighting vehicles; causing the effectiveness of traffic routes for fire fighting (currently 5 - 10 million VND).
To increase the responsibility of individuals and organizations in fire prevention and fighting when discussing the Law on Handling of Administrative Violations (discussed at the 9th session of the 15th National Assembly), there were opinions to increase the maximum fine for violations, from 50 million VND to 200 million VND (4 times).
It is expected that the Decree on regulations on administrative sanctions for violations in the field of fire prevention and fighting and search and rescue will be issued at the same time as the Law on Fire Prevention and Fighting and Search and Rescue takes effect (July 1, 2025). This will be a solution to increase responsibility in fire prevention, especially fire in factories, houses and houses combined with business.
