Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 10/CD-TTg dated February 7, 2025 on strengthening the direction of junior high school and high school enrollment and management of extra teaching and learning activities.
The telegram requires localities to complete the announcement of junior high school and high school enrollment plans for the 2025-2026 school year in February 2025.
According to the telegram, the work of recruiting junior high school students, recruiting high school students and managing extra teaching and learning activities in some localities still has shortcomings that have not been promptly handled, affecting teaching and learning activities at general education institutions, creating negative public opinion in society.
To continue improving the quality and effectiveness of state management of junior high school enrollment, high school enrollment, and extra teaching and learning activities, the Prime Minister requested a number of tasks.
Chairmen of People's Committees of provinces and centrally-run cities focus on directing the synchronous and effective implementation of tasks and solutions and take full responsibility for junior high school and high school enrollment and management of extra teaching and learning activities in the area, noting the following contents:
Direct relevant agencies and units to prepare well the conditions for organizing junior high school and high school admissions to ensure transparency, practicality, efficiency, reduce pressure and costs for society.
Complete the announcement of the junior high school and high school enrollment plan for the 2025-2026 school year in February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for enrollment.
Allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not let students of universal education age not go to school.
Direct general education institutions in the area to strictly implement regulations on extra teaching and learning; strictly handle violations of regulations.
Timely detect, commend, reward and promote examples of collectives and individuals who are dedicated, enthusiastic and wholeheartedly devoted to students. Provide appropriate financial support to schools to contribute to improving the quality of education.
The Minister of Education and Training directs and urges localities to guide schools and general education institutions to strictly implement the Regulations on junior high school and high school admissions; and the Regulations on extra teaching and learning issued by the Ministry of Education and Training.
Strengthen information, propaganda, inspection, examination and supervision of the implementation of the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning; require strict handling and public disclosure of violations according to regulations.
Proactively and regularly review and grasp information to promptly amend, supplement and perfect the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning, ensuring suitability to reality and meeting requirements in the new situation.
