On the afternoon of August 1, Deputy Prime Minister Tran Hong Ha and the Central Working Group were present in Dien Bien province to direct natural disaster response and search and rescue.
At the meeting with leaders of Dien Bien province, the Deputy Prime Minister requested Dien Bien province to closely assess the situation, coordinate with the military forces to urgently search for missing people, and immediately deploy the transportation of tents, food, medicine, and drinking water to isolated areas.
At the same time, mobilize all forces to clear the route, ensuring communication and health care for people in flooded areas. Increase the force of doctors and nurses; ensure regular and continuous communication.

Also on the afternoon of August 1, Mr. Tran Tien Dung - Deputy Secretary of Dien Bien Provincial Party Committee and Mr. Lo Van Cuong - Vice Chairman of the Provincial People's Committee - were present at the scene to direct the rescue work.
By the end of August 1, the rescue team had reached the flood center, about 5km away.
Rescue forces found 5 people swept away by floodwaters and buried in rocks and soil; brought 2 seriously injured people to Dien Bien General Hospital for further treatment.

On the way to the flooded area, there were about 300 landslides, of which more than 30 were serious landslides, causing traffic congestion.
Mr. Tran Tien Dung requested the Department of Construction and other forces to make every effort to ensure the route is opened as soon as possible. The military and police forces will soon approach the communes and villages in the flooded areas to provide search and rescue. Quickly support people to evacuate to a safe place.
For the communes of Tia Dinh and Xa Dung, where traffic is still cut off and vehicles cannot pass, the Deputy Secretary of the Provincial Party Committee has directed local Party committees and authorities to coordinate with forces with all possible measures to urgently approach and support affected people.

"We must take all affected people to a safe place, to relatives' houses, schools, and health stations. Resolutely do not let people go hungry or thirsty or have to be outdoors" - Mr. Tran Tien Dung said.
Up to now, Dien Bien province has decided to provide immediate support of 18 million VND for each family with a deceased person, 3 million VND for each family with a injured person and 50 million VND for each family with a completely damaged house.
As of 5:00 p.m. on August 1, Dien Bien had identified 7 deaths and 7 injuries, and 3 people are still missing. According to initial statistics, there were about 200 households with damaged houses, many schools, medical facilities, and traffic were damaged. Initial damage was estimated at about 100 billion VND.
In recent days, floods and landslides in the North Central and Northern mountainous provinces have killed and left many people missing, houses, schools and maple blossoms were swept away and submerged in mud, affecting local production activities.
