The North-South railway line through Ninh Binh province is 21.6km long (from km113+400 - km135+000) passing through Hoa Lu city, Yen Mo district and Tam Diep city with 1 passenger station and 3 freight stations.
In addition, there are 2 specialized railway lines ( branches to Ninh Binh Dairy Factory) connecting to the national railway at Km120+520, with a total length of more than 2km and a specialized railway line connecting to Ninh Binh port about 2km long.

Although only 21.6km long, the North-South railway section passing through Ninh Binh province still has many level crossings and self-open crossings, posing a potential risk to traffic safety.
According to the representative of the Traffic Police Department of Ninh Binh Province Police, through inspection and review of self-opened crossings across the railway in Ninh Binh province, there are 22 points. From the beginning of 2024 to now, there have been 3 railway traffic accidents in Ninh Binh province, killing 1 person and injuring 2 others.

Implementing plan No. 3622/KH-C08-P6 dated July 24, 2024 of the Traffic Police Department on inspection and handling of violations of corridors and self-opened crossings on the North-South railway line, Ninh Binh Provincial Police has developed plan No. 2034/KH-CAT-PV01-PC08 dated August 13, 2024 of the Director of Ninh Binh Provincial Police on inspection and handling of violations of corridors and self-opened crossings on the North-South railway line through Ninh Binh province.
The Traffic Police Department of Ninh Binh Province Police has coordinated with the Police of districts and cities to urge and advise functional agencies and local authorities to close 12 self-opened crossings and hand them over to local authorities for self-monitoring and management. In particular, a spontaneous opening in Mai Son commune (Yen Mo district) with a width of over 3m has been arranged by the locality with 3 people to guard 24/24 to ensure traffic order and safety.
The remaining 9 self-opened walkways, which are direct walkways to people's homes, have now been narrowed to less than 1.5m, to ensure railway traffic safety in the area.

In addition to arranging working groups to directly inspect and control, the Traffic Police Department of Ninh Binh Provincial Police has coordinated with relevant forces to inspect compliance with railway traffic signals and rules and ensure railway traffic safety and order at residential crossings and self-opened paths.
Regulations on railway infrastructure, regulations for railway staff such as: checking train driving licenses, professional certificates, checking violations of alcohol concentration, other stimulants prohibited by law... Thereby, 90 violations were detected and recorded, fined over 72 million VND.
Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that to ensure safety and order, prevent railway traffic accidents in the area, Ninh Binh Provincial People's Committee has directed relevant units to continue to coordinate with the Vietnam Railway Authority and relevant units to prepare documents, submit to competent authorities for approval of the project to build service roads and fences along the railway to eliminate self-opened paths across the railway.
While waiting for the removal of level crossings and spontaneous crossings across the railway, the People's Committee of Ninh Binh province requires localities where the railway passes through to arrange personnel to guard self-opened crossings with a high risk of traffic accidents. At the same time, coordinate with the railway industry to organize professional training for police personnel, fully equipping police service equipment according to regulations.
