Quang Ninh Provincial People's Committee has just granted an environmental permit for the Project to Build a sanitary landfill for domestic waste in the area of treatment and landfill of domestic waste and construction waste in Thong Nhat commune.
Accordingly, Quang Ninh province will invest more than 30 billion VND to build a solid domestic waste landfill of more than 2.1ha in Thong Nhat commune, former Ha Long city. The project is located near Vu Oai Solid Waste Treatment Center of INDEVCO Group Joint Stock Company, which was approved for planning in 2016.
The project does not compensate for residential land or production land of people, but 14 households must be relocated around the project implementation area within a radius of 1km to ensure a safe distance to the landfill.
According to Quang Ninh Provincial People's Committee, the project needs investment to solve the situation of waste congestion in communes and wards in the eastern area of former Ha Long city (Ha Tu, Ha Long, Hong Gai, Cao Xanh, Ha Lam, Thong Nhat) and the area of former Cam Pha city (Quang Hanh, Cam Pha, Cua Ong, Mong Duong, Hai Hoa).
The project will build a landfill for domestic waste in the hygienic domestic waste and construction waste treatment and landfill area; receiving capacity of about 400 tons/day. The waste receiving time is about 15 months, starting from 2026, with a total waste receiving volume of 19,000 tons.
After 15 months, the amount of domestic waste will be filled according to the design, and the landfill will be closed, and soil will be filled to plant trees to improve and restore the environment.

Recently, Quang Ninh has occasionally experienced a waste "crisis" due to the lack of waste treatment plants and landfills.
Most recently, in July 2025, due to the Dong Mo landfill, Mong Duong ward (old Cam Pha city) causing heavy pollution, people blocked the entrance, causing garbage to overflow in many neighboring communes and wards. Immediately after that, all garbage from the communes and wards of old Cam Pha city had to be transported to the Khe Giang waste treatment plant, Yen Tu ward, about 60km away.
According to the Quang Ninh Provincial Department of Construction, the current total capacity of waste burning and landfilling of factories, landfills, and domestic solid waste treatment areas throughout Quang Ninh province is about 1,182 tons/day. Some communes have also been invested in small-scale incinerators to serve domestic solid waste burning in rural areas.
Meanwhile, on average, about 1,300 tons of domestic solid waste is generated every day throughout the province. It is forecasted that by 2030, the total volume of domestic solid waste generated throughout Quang Ninh province will be about 2,948,074 tons/year. Of which, the volume of domestic solid waste generated is about 1,445,620 tons/year, and the volume of industrial solid waste generated is about 1,319,273 tons/year.
To date, Quang Ninh province has only 3 waste treatment plants in the form of maximum burning operating in Trang Luong (former Dong Trieu City), Khe Giang (former Uong Bi City) and Quang Nghia (former Mong Cai City).
Recently, on December 19, 2025, Thuan Thanh Environment Joint Stock Company started construction of a waste-to-energy plant under the Vu Oai Solid Waste Treatment Center Project, Thong Nhat commune.
The project has a total investment of about 3,200 billion VND, located in the overall Thong Nhat Solid Waste Treatment Center Project with a capital of about 5,200 billion VND. The plant is built on an area of 11 hectares, using advanced waste burning and power generation technology, meeting strict environmental standards.
According to the design, the plant will treat about 1,300 tons of waste/day and night and generate electricity with a capacity of 25 MW. It is expected that the plant will officially go into operation from Quarter 4, 2028.
