In order to help the elderly and busy people easily carry out administrative procedures, Tan Binh Ward People's Committee has just launched a pilot "Online public service support point for people" at the Community activity point of Quarter 13 and 14 (No. 11A Nguyen Duc Thuan). The support point operates periodically every Thursday evening, from 6 pm to 9 pm.

According to Lao Dong's records on the evening of September 17, Tan Binh ward officials guided 15 people to carry out administrative procedures in the field of civil status, certified copies and excerpts of dossiers. In addition, taking advantage of time, the working group also integrated instructions for installing and using the "Digital People's Education" application and the "Party Member Handbook".
Ms. Do Thi Luc (resident of Tan Binh ward) said that in the past, when there was something to be resolved, she had to go to the ward to get a number, wait and go back and forth many times because she did not know the procedures. Already old, self-operating on a computer or smartphone is a big challenge for her. A guide point near her house opened in the evening helps her have more time to get acquainted and ask about the unclear steps.
Being directly instructed by officials on the machine makes it easier for me to understand. Where I don't know, I can ask again and practice doing it step by step," Ms. Luc shared.



Coming to learn about how to carry out the procedure of certifying copies of documents, Ms. Ngo Thi Hoa (resident of Quarter 13, Tan Binh Ward) said that extra working hours are very suitable for people who are busy during the day, helping people take advantage of after dinner to prepare documents and practice operating in the digital environment.

Assessing the model, Mr. Tran Quang Tung, Director of the Tan Binh Ward Public Administrative Service Center, said that the unit receives nearly 15,000 dossiers per year, an average of about 1,300 dossiers per month. Many people come directly just because they need guidance on the correct process. Therefore, the neighborhood support point does not aim to open more receiving places but plays the role of guiding people to prepare dossiers and practice online operations.

Mr. Tung said: "Initially, the ward arranges officials to guide the Community Digital Transformation Team on the process and how to support people. When the forces in the neighborhood are proficient, the support point will proactively arrange operating hours more appropriately.
To make the model operate long-term without depending on professional staff having to go to the neighborhood regularly, the Community Digital Transformation Team is identified as the core force. Ms. Diep Thi Thuy Loan, justice - civil status official of Tan Binh Ward People's Committee, shared that professional staff have proactively arranged personal matters to provide overtime support, and through direct meetings, they will grasp the operations that people are confused about to guide the local force.

In addition, the ward plans to coordinate with the police to support VNeID identification, residence data and youth unions to guide technology operations and cashless payments.



After the pilot period in Quarters 13 and 14, Tan Binh Ward will evaluate the criteria for the number of support visits, the success rate of application submission and the self-operation capacity of the Community Digital Transformation Team before expanding to 32 neighborhoods in the area.
