On March 14, speaking with a reporter from Lao Dong Newspaper, a leader of the Huong Khe District Investment and Construction Project Management Board said that the district leaders had decided to stop the 01.XL package of the project to upgrade and renovate the working headquarters of the District Party Committee Agency, the District People's Committee Agency and the Center for Application of Science and Technology and Protection of Crops and Livestock in Huong Khe District.
The reason for the suspension, the leader said, is that the Central Government has a policy of abolishing the district level, so the project is stopped to avoid waste.
Previously, on February 26, the People's Committee of Huong Khe district issued Decision 676 on approving the results of contractor selection for the 01.XL package of the project to upgrade and renovate the working headquarters of the District Party Committee Agency, the District People's Committee Agency and the Center for Application of Science and Technology and Protection of Crops and Livestock in Huong Khe district.
The winning bidder was Tan Phat Dat Company Limited (located in Yen Dong commune, Yen Mo district, Ninh Binh province).
The package price is 5,255,227,000 VND. The contract implementation period is 270 days from the effective date of the contract.
The decision assigned the Huong Khe District Investment and Construction Project Management Board to continue organizing the implementation of the next steps to implement the package according to regulations.
However, also on February 26, the Politburo and the Secretariat issued Conclusion No. 127 on the implementation of research and proposed to continue to reorganize the apparatus of the political system.
In particular, directing "Research on the orientation of merging some provincial-level units, not district-level organizations, merging some commune-level units; implementing a 2-level local model (party organization, government, union) to ensure streamlining, efficiency, effectiveness, and efficiency".
After the above policy, localities have directed the review and suspension of district and commune-level headquarters projects to avoid waste.
