Chairman of the Hanoi People's Committee Tran Sy Thanh has signed and issued Decision No. 5368/QD-UBND dated October 29, 2025 on the allocation of the Hanoi City Crime Prevention Fund to unexpectedly reward collectives and individuals with outstanding achievements in crime prevention and control in Hanoi.
According to the Decision, VND 30,000,000 will be taken from the City Crime Prevention and Control Fund to give special rewards to individuals with outstanding achievements in the investigation and discovery of the robbery case that occurred on August 1, 2025 in the area of Thuong Cat Secondary School, Thuong Cat Ward, Hanoi City and related cases, arresting a group of 3 subjects, confiscating 4 mobile phones, 1 rotating metal gun with a rotator, 25 bullets, 2 motorbikes, specifically:
The bonus for 6 individuals, each comrade is 5,000,000 VND, including:
1. Lieutenant Colonel Cao Truong Hoan, Deputy Head of the Department, Criminal Police Department, Hanoi City Police;
2. Captain Tran Quang Hiep, Deputy Captain, Major Crimes Team, Criminal Police Department, Hanoi City Police;
3. Lieutenant Colonel Pham Hong Ha, Officer, Major Crimes Team, Criminal Police Department, Hanoi City Police;
4. Captain Nguyen Thanh Trung, Officer, Major Crimes Team, Criminal Police Department, Hanoi City Police;
5. Captain Phan Huu Nghia, Officer, Major Crimes Team, Criminal Police Department, Hanoi City Police;
6. Captain Hoang Van Chuong, Officer, Crime Prevention and Control Police Team, Thuong Cat Ward Police, Hanoi City.
5 days caused a total of 5 robberies and snatchings
Regarding the robbery that occurred on August 1 in Thuong Cat Secondary School, Thuong Cat Ward, the Police Agency arrested 3 subjects Nguyen Duc Trinh (born in 1991; HKTT: Tran Yen, Lao Cai), Le Minh Anh (born in 2002; HKTT: Ngoc Son, Thanh Hoa), Tran Van Nam (born in 1990; HKTT: Hong Son, Hanoi).
Expanding the investigation, the Investigation Agency determined that from July 30 to August 4, 2025, the subjects also committed 1 robbery and 3 other robberies in the city.
- First incident: At around 12:30 on July 30, Nguyen Duc Trinh drove a black Honda SH motorbike without a license plate carrying Le Minh Anh to Sung Khang Street, Thuong Cat Ward and discovered a woman wearing motorbike taxi shirt riding a red Honda Wave motorbike.
After that, Trinh hired the woman to go into an empty lot at Avenue Garden Tay Tuu Urban Area to transport goods. When the woman entered the vacant land above, Trinh and Minh Anh used a knife to control and rob the woman of a black OPPO phone and 1 million VND.
- Second incident: At about 8:30 p.m. on July 31, Nam drove a red Honda Air Blade motorbike without a license plate carrying Le Minh Anh, sitting behind, to snatch a black Samsung Galaxy Note 20 Ultra phone from a man in My Dinh urban area, Tu Liem ward.
- Third incident: At around 9:00 p.m. on August 2, Nam drove a red Honda Air Blade motorbike without a controller carrying Le Minh Anh sitting behind, snatching a red iPhone 11 phone from a man in lane 180 Dinh Thon Street, Tu Liem Ward.
- 4th incident: At around 12:30 on August 4, Nam drove a red Honda Air Blade motorbike without a license plate carrying Le Minh Anh sitting behind, snatching a yellow Samsung S24 Ultra phone from a man in front of the My Dinh Urban Area Cultural House, Tu Liem Ward.
