On October 19, the leader of the People's Committee of Quang Dien commune (Hue city) said that due to prolonged heavy rain combined with Huong Dien hydropower plant regulating water, the water level of the Bo River rose, causing many roads in the area to be deeply flooded.
On the same morning, the main road from Quang Phuoc Primary School No. 2 (old), Phuoc Lap campus to the commune center was flooded in three sections, with a total length of about 350m, the deepest part was about 30cm. The road to Lam Ly - Mai Duong was flooded about 50cm, the section in front of Lam Ly Village Cultural House was flooded from 40 - 50cm.
Many other roads are still flooded such as Provincial Road 19A through the Commune Police headquarters, Pho Nam B - Niem Pho route, Dong Xuyen - An Xuan Tay route (old Quang An commune), Thu Le spillway and Nam Duong route (Khuong Pho Nam village) ...
Quang Dien commune police have increased patrols, propaganda, and placed warning barriers at deeply flooded areas, preventing people from entering dangerous areas.

In the downstream area of the Bo River, many areas in Dan Dien Commune (Hue City) are also directly affected by heavy rain and water regulation from hydropower plants. The leader of the People's Committee of Dan Dien commune said that Xuan Tuy and Dong Lam villages are currently flooded from 20 - 40cm, causing difficulties for people's daily life and travel.
According to the Hue City Civil Defense Command, due to the influence of the tropical convergence zone combined with the strengthening of cold air and high-altitude East wind disturbances, from October 18, the mainland area of Hue City will experience a widespread heavy rain, likely lasting until the end of October.
It is forecasted that from October 18 to 20, in the Huong River basin, there will be moderate rain, heavy rain, some places will have very heavy rain with common rainfall of 100 - 200mm, some places will have over 300mm.
