Vinh City arranges 3 more communes
Nghe An Department of Home Affairs has just issued a document proposing a plan to rearrange commune-level administrative units, expected to be reduced from 412 to a maximum of 95 communes.
According to the guiding document of the Department of Home Affairs, the People's Committees of districts, cities and towns need to develop a plan to rearrange commune-level administrative units, ensuring compliance with standards on area, population and practical conditions.
Vinh city currently has 33 wards and communes, after the arrangement, it is expected to reduce to 3 commune-level administrative units.
Thai Hoa town and Hoang Mai town, each locality plans to have 2 remaining commune-level administrative units.
Tuong Duong district currently has 17 communes, expected to reduce to 6 to 7 commune-level administrative units.
Ky Son district currently has 21 communes, it is expected to arrange 8 more commune-level administrative units.
Other districts, depending on the area, population size and other factors, are expected to be rearranged into 3-7 commune-level administrative units.
This arrangement aims to ensure that administrative units meet the standards on area and population according to the Central Government's regulations, while improving management and service efficiency for the people.
Principles of commune arrangement and naming
The arrangement plan needs to ensure minimizing disruption and maintaining the status quo if possible, limiting the adjustment of part of administrative units from one commune to another. For localities with disputes over borders or inadequacies in geographical distance, it is necessary to coordinate with adjacent districts to propose reasonable solutions.
In naming administrative units after the arrangement, priority is given to using the old names of communes before the merger to minimize the impact on people and businesses in converting documents. The new name needs to be easy to identify, concise, easy to read, easy to remember and promote the comparative advantage of each locality.
The administrative - political center of the new administrative unit needs to have a favorable geographical location, synchronous socio-economic infrastructure, especially the transportation system. The selected location must have the ability to develop, ensure stability in organization and be consistent with the socio-economic development orientation of the locality.
Nghe An Department of Home Affairs requests the People's Committees of districts, cities and towns to urgently develop an arrangement plan and send it to the Department before March 28, 2025 for synthesis and submission to the Provincial People's Committee for approval. Local Party committees and authorities need to create consensus among the people, ensure proper propaganda work to avoid causing panic and disruption in the community.
Nghe An province has an area of 16,489.97km2 - the largest in the country, with a population of more than 3.4 million people, ranking fourth in the country (after Hanoi, Ho Chi Minh City and Thanh Hoa province).
From December 1, 2024, when the entire Cua Lo town is merged into Vinh city, Nghe An province has 20 district-level administrative units.
