In mountainous communes such as Ngoc Son, Quyet Thang, Mien Doi of Lac Son district (Hoa Binh), not everyone is used to the concept of "dissolving legal education" (PBGDPL). But there is a force that continues to move slowly but steadfastly, using Muong and Kinh to convey the right and wrong - those are the prestigious people (NCUT) in the ethnic minority community.
In 2024, the entire Lac Son district will have 252 NCuts, of which 243 people are Muong ethnic people - accounting for the majority of the local population. They are village elders, village chiefs, elderly people, retired cadres or village chiefs. They live among the people, understand the people and are absolutely trusted by the people. From that belief, NCUT becomes a solid bridge to help convey the Party's guidelines and policies, the State's laws to each household in remote areas.
One of the typical examples is Mr. Bui Van Hon, NCUT, Thai Voi hamlet, Mien Doi commune - a particularly difficult place where 100% of Muong ethnic people live. Mr. Hon is not only the "th person who brings the law to the village" but also the core in mobilizing people to change their thinking and working style, participate in the program to build new rural areas and sustainably reduce poverty.

From explaining the national program to encouraging people to learn a trade and protect the environment, he was present. He also directly mobilized people to agree to clear the land, not encroach on the forest, use clean water, maintain hygiene and the landscape of the village.
In 2024, the district organized two separate law dissemination conferences for NCUT, with nearly 250 participants. They learn about Land Law, Civil Affairs, mediation skills, grasping community psychology... Those classes are not dry but practical, helping NCUT feel confident when approaching people, becoming an effective legal "fire-bearer".
Since the beginning of the year, NCUT in Lac Son has participated in dozens of mediation sessions, helping people not to violate protective forests, not to be involved in black credit, and social evils. Some people over 70 years old are still not afraid of the sun and rain to go to each house to advise and guide them.
Despite their great contributions, the lives of the NCUT are still difficult. Currently, they have not received regular allowances, other than Tet gifts or visits when sick. The People's Committee of Lac Son district has recommended that the Central and the province have more specific support policies to encourage the spirit of this especially important force.
Mr. Bui Van Duong - Vice Chairman of Lac Son District People's Committee affirmed: "The prestigious person is the bridge between the Party, the government and ethnic minorities. They not only promote economic development and cultural preservation but also spread the idea of living and working according to the law.
In the coming time, the district will continue to coordinate with all levels and sectors to organize training, provide documents in easy-to-understand language, and honor advanced models, so that each NCUT can truly become a bridge to connect the community, bringing the law into life naturally and sustainably.
