Power trap in residential area
According to Lao Dong Newspaper reporters in late August, the Environmental Center transformer station (Line 471 T/C Xom Bun) is currently located right in the middle of a common path, hanging on two electric poles, blocking the road and violating the safety distance when surrounded by houses close together.
0.4kV power line system with 18 poles, of which 15 poles are on household land. Many pillars are built close to or surrounded by the project. Notably, there are sections of 22kV and low voltage wires running through walls on the 2nd floor, roofs, windows, and even along railings, posing a potential risk of fire at any time.
At Ms. Do Thi La's family, 4 electric wires ran through the wall on the 2nd floor, wrapped in plastic pipes. This room cannot be used, just built roughly to cover the showers.
"A house with a room but not daring to stay, is always filled with fear, especially on stormy days," said Ms. La.
Mr. Le Van Tinh's house is also a "hot spot" for the risk of electrical safety problems. Right in the grounds of Mr. Tinh's house is a low-voltage pole with 3 meters and many tangled electric wires. The connection point is located right on the railing of the 2nd floor, the rope is old and broken.
"For many years now, the family has lived in fear. Many days after a power outage, I call the Electricity to handle it. If it rains heavily, I won't let my children out for fear of an electric leak," said Mr. Tinh.
Ms. Vu Thi Lieu's house has electric poles and filter boxes close to the walls, surrounded by drying clothes, right next to the air conditioning hotline. After each rain, water flows from the pillars to the floor, causing a very high risk of electric leakage. According to Ms. Lieu, this area has been burned down many times due to lightning, the family's biggest wish is to move the electric pole close to the alley to avoid incidents.
The Electricity industry has surveyed and proposed a renovation plan
Mr. Doan Minh Chinh, Head of Residential Group No. 5, said that the transformer station serves about 120 households. Because it is located right on the road, where traffic accidents have occurred, and the risk of electrical safety is always present.
Mr. Bui Tien Dung, Head of the Front Working Committee of Group 5, informed: For many years, voters have continuously petitioned to relocate and renovate the power line system. The electricity industry has inspected and promised to handle it before merging the province, but it has not yet implemented it.
Speaking to reporters, Mr. Bui Dac Thao, Acting Captain of the Hoa Binh Electricity Management Team (formerly Hoa Binh City Electricity) said: At the time of construction and operation of the 0.4kV transformer station and line, this area only had the collective houses of workers building Hoa Binh Hydropower Plant, the electric poles and lines were far from the collective houses.
Over a long period of time, the residential area has developed many more households living around the station and line area. Households have built more, expanded and renovated their houses, leading to the appearance of many low-voltage power lines and touching on the arising architectural infrastructure.
Mr. Thao admitted that the current status of the power grid in Group 5 is degraded and unsafe. The unit has also surveyed and proposed a plan for renovation and relocation. The proposed plan is to move the medium voltage line and transformer station out of the residential area; at the same time, a 0.4kV low voltage system will be renewed to replace the old power grid.
"In the near future, when working with the Department of Industry and Trade, we will continue to propose and recommend the unsafe electricity situation in Group 5, Hoa Binh Ward," Mr. Thao emphasized.
