Vice Chairman of the City People's Committee Truong Viet Dung has just signed and issued Decision No. 5316 dated October 27, 2025 on approving the ticket control process at automatic ticket gate to deploy solutions for applying electronic identification, authentication and biometric identification for train passengers at urban railway stations.
The process is applied to urban railway stations in Hanoi, initially on two urban railway lines in Hanoi: Line 2A Cat Linh - Ha Dong and Line 3.1 Nhon - Hanoi Railway Station.
The subjects of application are Hanoi Railway Company Limited (HMC); Hanoi City Traffic Management and Operation Center (TRAMOC) and passengers using the Urban Railway Line.
The ticket purchase and control procedures apply to the following cases: unidentified single-trip tickets; single-trip tickets with biometric identification and identification; time-based tickets with biometric identification and identification; time-based tickets for subjects with preferential ticket discounts, biometric identification and identification; control for the elderly with CCCD, biometric identification and identification. Separate the tickets issued by HMC (NFC Physical Card, virtual Card) of the City with biometric identification and identification.
The project will be implemented according to the roadmap, specifically:
Step 1: authenticate and identify accounts for all tickets according to the time including daily tickets, weekly tickets, monthly tickets... Identification is done via CCCD, VNeID, or directly at the counter if you are a foreigner.
Passengers using this type of ticket will have to check their tickets at the control gate and then have their faces authenticated at the control gate before entering the station. Deploying unidentified single-trip tickets.
Passengers can buy single-trip tickets anytime, anywhere and use single-trip tickets to get to the station without facial biometric authentication. Using EMV cards to move according to the Tap and Go model does not require biometric authentication.
Allowing the elderly to use a chip-embedded ID card and facial authentication to take the train without having to buy a ticket. Ready to integrate with the city's interconnected electronic ticket system, thereby allowing people to use valid interconnected electronic tickets at ticket gateways.
Phase 2: Encourage buying identification tickets on the Hanoi Metro application and at Kiosks and check tickets and use facial biometric ticket checking methods.
If the City's interconnected electronic ticket system can collect and provide biometric data, the system will prioritize using this data to control interconnected electronic tickets at automatic ticket control gates. Providing a API platform for RAR to add ticket sales via the VNeID application, allowing people to buy tickets right on the VNeID application.
Phase 3: Consider implementing measures to improve the application of identification tickets and must authenticate biometrics when entering and exiting the station, gradually moving towards stopping the use of unidentified single-trip tickets.
If the interconnected electronic ticket system does not have facial biometric data, passengers will provide biometric data for the first time at the Kiot at stations for interconnected electronic tickets over time. For single-trip electronic tickets, passengers will have to provide them before traveling at Kiosks.
Gradually conduct biometric ticket checks for all passengers using tickets over time. The pilot study is to assess the possibility of passengers of foreign nationality using a passport to pass through the ticket gate.
Piloting the possibility of applying biometric ticket checks to passengers using single-trip tickets, passengers using EMV cards, e-wallets (according to the Tap and Go model) to assess the possibility and move towards applying biometric identification to all passengers on the train.
Research a number of technological solutions and propose the completion of legal regulations (if necessary) to encourage and motivate passengers to use biometrics.
Hanoi Railway Company Limited is responsible for organizing the implementation of the automatic ticket control process at the ticket gate to deploy solutions for applying identification, electronic authentication and biometric identification for train passengers at urban railway stations to implement Decision No. 4011/QD-UBND of the City People's Committee in accordance with the schedule and content.
