Accordingly, in January 2024, the Department of Construction inspected and clarified responsibilities at this project, as well as issued conclusions with many requirements that needed to be overcome.
According to the Inspectorate of Hanoi Department of Construction, at the time of inspection, the investor did not provide basic design drawings attached to document No. 1294/SXD-TD dated March 1, 2013.
At the time of inspection, some kindergarten and medical examination areas had not been built.
The fact that the investor has not fully fulfilled the obligations of the inspected subject by not providing complete records and documents as requested is a violation of the provisions of Clause 2, Article 93 of the Law on Inspection 2022.
Regarding the project's progress, the Construction Department Inspectorate said that, up to now, the investor has not invested in building social infrastructure works.
The Inspectorate concluded that the responsibility for the delay in implementing the social housing project at land plot N01 belongs to the joint venture investor: UDIC Construction Investment Corporation - Hanoi Electricity and Water Construction Joint Stock Company, and DAC Hanoi Housing Development and Construction Joint Stock Company.
Based on clarifying the responsibilities of the parties, the Inspectorate of the Hanoi Department of Construction requested administrative sanctions against the investor, Haweico Construction and Installation Joint Stock Company, for the act of incompletely storing the list of documents with a fine of 30 million VND. The remedial measure is to force the complete list of archived documents to be supplemented.
The Inspectorate also recommended a fine of VND140 million for the UDIC Construction Investment Corporation - Hanoi Electricity and Water Construction Joint Stock Company, and DAC Hanoi Housing Development and Construction Joint Stock Company for their slow progress in implementing social housing investment in Ha Dinh urban area.
The remedy is that within 30 days at the latest, the investor must start construction.
In addition, the Inspectorate also recommended that the Hanoi People's Committee direct departments, branches and sectors to consider the participation conditions of investors of this project when they propose to participate in other projects in Hanoi.
