Absence of kindergartens and medical examination areas
The Ha Dinh new urban area project was approved by the Hanoi People's Committee for detailed planning 1/500 in 2004. The social infrastructure of the Ha Dinh new urban area includes social housing N01, kindergarten, and medical examination area.
However, according to a reporter's survey in September 2024, there are only villas close together in the urban area. Currently, there are no social infrastructure projects in place.




Expanding the investigation, the reporter learned that the investor had lost the basic drawings.
Conclusion No. 31/Kl-TT dated January 29, 2024 of the Hanoi Department of Construction Inspectorate mentioned this issue:
On June 29, 2005, Hanoi Department of Construction issued document No. 819/TD-SXD on the results of the appraisal of the basic design (with drawings of the kindergarten and medical examination area) of Ha Dinh New Urban Area.
In part 3, it was concluded: Requirement to amend, supplement and complete the basic design. The design of urban infrastructure construction needs to be appraised at the Department of Transport and Public Works and approved by the City People's Committee.
8 years later, on March 1, 2013, the Department of Construction issued document No. 1294/SXD-TD appraising the basic design of the new urban area of Ha Dinh (with attached basic drawings). However, at the time of the Department of Construction's inspection in 2024, it is unknown whether intentionally or unintentionally the investor no longer kept this basic design drawing.
New urban area "in disarray", many items not completed
Also according to information from the Hanoi Construction Department Inspectorate, in the new urban area of Ha Dinh, social infrastructure works have not been completed.
The inspection conclusion stated: According to the planning, the Ha Dinh new urban area project has 3 social infrastructure land plots: N01 (social housing), NT (kindergarten) and CC2 (general clinic).
At the time of inspection, the social housing plot was vacant land surrounded by corrugated iron, with no construction activities.
The land plot for the kindergarten has not been cleared yet. The current status of the cleared land is only: A temporary building for the investor to work and manage the project implementation, 1-storey, Z-shaped, brick walls, corrugated iron roof, approximately 15.4m; 18.12m; 38.2m in size.
Low-rise residential area transformer station, 1-storey scale, size about 4.25m x 11.25m = 47.8m².
The sidewalk is paved with 300x300 bricks, at the actual design location of D2 road axis is about 2.74/3 m.
The land plot for the clinic has not yet been cleared. The current status of the cleared land is: 2 temporary buildings for parking, 1 floor, corrugated iron roof, size about 1.8 x 8m = 14.4m2 and 7 x 15m = 105m2, the rest is concrete yard, self-locking brick yard and vacant land.
When building the Ha Dinh New Urban Area, Hanoi aims to build a modern urban area with synchronous technical infrastructure and planning standards according to Vietnam Construction Standards, complying with regulations on technical works protection and environmental protection in accordance with the socio-economic development planning of the city and locality.
Reasonable and effective exploitation of existing land funds, meeting the needs of people for accommodation, living and working, mobilizing many legal capital sources to participate in investment and construction, on schedule.
The new urban area ensures spaciousness, modernity, and national identity, solving the housing needs of the capital's people according to the city's housing development program, creating stable living conditions and environment, in accordance with long-term planning.
