Although they knew that by May 31, 2026, they would have to quit their jobs according to the roadmap for merging administrative units, many non-professional commune-level cadres still continue their work that they have been attached to for decades. They stayed not only because of their salary but simply because "they don't think they will leave".
Ms. Luu Thi Kim Chi (born in 1981), an officer in charge of the front work of Thanh Thoi An commune, Can Tho city (formerly the Farmers' Association of Thanh Thoi An commune, Tran De district, Soc Trang province) has been involved in the work of mobilizing and supporting local farmers for 15 years.
Starting working with a salary of only 680,000 VND/month, her income has now reached more than 5 million VND. When she knew she was affected by the commune merger, instead of quitting her job and receiving support of more than 200 million VND under the regime, she chose to continue to stay even though she knew that the working period according to regulations was only 1 year.
"After 15 years of working, working in the commune is now not just a job but a habit of life. well, I will wait until the day off according to regulations, and contribute some or all of it," said Ms. Kim Chi.

Similarly, Mr. Tran Huu Thuan (born in 1993), who was Deputy Secretary of the Youth Union of Trung Binh Commune (Tran De District, old Soc Trang Province) also chose to stay and continue working. He believes that with 13 years of experience working in the Youth Union, both a university degree in Law and intermediate level of politics, he can continue to contribute. He is currently assigned to work at the Public Administration Service Center of Tran De commune, Can Tho city.
"I also have a plan if I retire, I can do my own business or change careers, but now that I have the opportunity to work, I still want to continue. However, I have been here for a long time, understand the people, understand the work, so it is difficult for me to leave," Mr. Thuan confided.

Phuc Anh, a non-professional officer in charge of documents and archives of Trung Binh commune (Tran De district, the old Soc Trang province) also chose to stay with initiative and ideology.
"When I was young, I wanted to work in the government and serve the people. Now that I have only worked for 3 years, I have not been able to do much, so I don't want to retire. I am still young and enthusiastic, so I would like to continue working. I am currently assigned a job at the Tran De Commune Public Administration Service Center," Phuc Anh happily said.
Similarly, Le Thi Truc Dao (born in 1997), former Deputy Secretary of the Social Union of Thanh Thoi An Commune (Tran De District, old Soc Trang Province), now working at the Economic Department of Thanh Thoi An Commune, Can Tho City, is also one of the young cadres who chose to stay instead of quit their jobs. Although she has only been working for 3 years, she has been closely involved in Youth Union work and implemented youth movements in the locality.
Dao said that if she retires according to the policy, she will receive support of about 100 million VND, but she still affirmed: "It doesn't deserve to be a lot, it's over. More importantly, keep the job you love. Working in the state, especially the Youth Union work, gives me the feeling that I am doing something meaningful".

Mr. Dang Thanh Quang - Party Secretary, Chairman of the People's Council of Tai Van Commune, Can Tho City, said: After the merger of communes, the locality currently has about 22 non-professional cadres. These are all young, enthusiastic cadres, with experience and professional qualifications, with potential for development if trained and fostered appropriately.
Currently, the commune has temporarily assigned this force to participate in supporting in areas such as economy, culture, and society, while coordinating with professional civil servants in performing the tasks of both the government and mass organizations. This arrangement is to ensure that the operation of the local apparatus is not interrupted after the merger.
In the coming time, when there is a new policy from the superiors, the locality will continue to review, evaluate and rearrange the staff in a more suitable and effective direction.

Decree 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants officially took effect from July 1, including a regulation on receiving non-professional workers as civil servants if they have worked for 5 years or more in accordance with the provisions of law, paid compulsory social insurance, and done work with professional and technical requirements in accordance with the job position expected to be received.
