Some localities have allowed students to stay home from school to avoid the impact of storm No. 13 Kalmaegi.

According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), at 4:00 p.m., the center of storm No. 13 was at about 12.1 degrees north latitude; 117.0 degrees east longitude, about 300km east-northeast of Song Tu Tay Island, about 880km east-southeast of Quy Nhon (Gia Lai). The strongest wind near the storm center is level 14, gusting to level 17. It is forecasted that in the next 24 hours, the storm will move west-northwest, about 25km/h and the strongest wind near the storm center will be level 14, gusting to level 17.

According to the report of the Border Guard Command, as of 4:30 p.m. on November 5, it had notified, counted, and instructed 61,475 vehicles/291,384 workers, including 303 vehicles/5,012 workers anchored in the Hoang Sa and Truong Sa special zones. Vehicles have received warning information and are moving around the bypass; no vehicles are in the dangerous area.

It is forecasted that from November 6-7, the area from Da Nang to Dak Lak will have rain of 200-400mm/ods, locally over 600mm/ods; the area from South Quang Tri to Hue, Khanh Hoa and Lam Dong will have rain of 150-300mm/ods, locally very heavy rain over 450mm/ods. From November 7-8, the area from Thanh Hoa to Bac Quang Tri will have rain of 50-100mm/ods, locally over 200mm/ods.

To respond to storm No. 13 Kalmaegi, on the morning of November 5, 2025, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, branches and provinces and cities from Ha Tinh to Khanh Hoa on responding to storm No. 13.

On November 5, 2025, Deputy Prime Minister Tran Hong Ha directed the establishment of a Forward Command Department to direct the work of preventing, avoiding, responding to and overcoming the consequences of storm No. 13 in Gia Lai province.

Previously, on November 4, 2025, the Prime Minister issued Official Dispatch No. 208/CD-TTg to the People's Committees of provinces and cities from Ha Tinh to Khanh Hoa and ministries and branches to proactively prevent, avoid and respond to storm KALMAEGI.

The National Steering Committee for Civil Defense issued Official Dispatches: No. 25/CD-BCD-BNNMT dated November 2, 2025 to the People's Committees of coastal provinces and cities from Thanh Hoa to An Giang on proactively responding to storms near the East Sea (storm Kalmaegi); No. 26/CD-BCD-BNNMT dated November 4, 2025 to the People's Committees of provinces and cities from Ha Tinh to Lam Dong on implementing emergency storm response measures.

The Department of Dyke Management and Natural Disaster Prevention and Control organizes a serious duty 24/24 hours, closely monitoring the developments of storms and floods to promptly advise on direction and response work; coordinate with zalo Vietnam to send messages to instruct the safety of ships to respond to storm Kalmaegi near the East Sea to 6 million people in coastal communes from Ha Tinh to Binh Thuan.

Provinces and cities proactively implement response measures, operation and regulation of reservoirs to ensure safety; develop plans and scenarios for evacuating people in areas affected by storms, floods, flash floods, and landslides (including: Gia Lai province has relocated 1,528 households/5,032 people); let students stay home from school (Khanh Hoa, Gia Lai have allowed students to stay home from school on November 6-7); establish a Forward Command Committee (Da Nang, Gia Lai).

Regarding the damage caused by floods, as of 5:00 p.m. on November 5, 55 people had died or gone missing, of which 49 people died (Ha Tinh 1, Quang Tri 10, Hue 15, Da Nang 15, Quang Ngai 4, Lam Dong 4), an increase of 2 people in Quang Tri due to the discovery of bodies; 6 people missing (Quang Tri 1, Da Nang 3, Quang Ngai 2); 130 people injured (Quang Tri 5, Hue 1, Da Nang 117, Quang Ngai 7).

108 houses collapsed and were swept away (Hue 3, Da Nang 78, Quang Ngai 27); 694 houses were damaged (Ha Tinh 1, Hue 31, Da Nang 546, Quang Ngai 97, Lam Dong 19). Currently, there are 31,480 flooded houses (Ha Tinh 588, Quang Tri 4,320, Hue 10,534, Da Nang 16,038).
