On the morning of October 30, prolonged heavy rain caused flooding in many areas in Quang Tri. The People's Committee of Le Thuy commune said that some roads in the old Kien Giang town were flooded 0.2-0.3 m, making it difficult for people to travel.
Ms. Nguyen Thi Lien (An Xa village, Le Thuy commune) said that from yesterday afternoon to this morning, there was continuous rain, and water overflowed onto the village road. Ms. Lien's house is low so she has to move her belongings up high.
According to the Office of the Provincial Civil Defense Command, from 03:00 on October 29 to 03:00 on October 30, the area had moderate to very heavy rain. The common rainfall in the north is 50-70 mm, some places are 134-154 mm; in the south is 70-80 mm, locally 126-184 mm. It is forecasted that until October 31, heavy rain will continue, some places will have very heavy rain, with total rainfall in the north of 60-140 mm, locally over 200 mm; in the south of 50-120 mm, locally over 160 mm.
River levels rise rapidly. At 04.00 on October 30, Kien Giang River in Kien Giang was at 10.25 m, 0.75 m below alert level 2; at Le Thuy 2.55 m, 0.15 m below alert level 3. Ben Hai River in Gia Vong exceeded alert level 1 by 1.08 m; Hieu River at Dau Mau exceeded alert level 1 by 0.66 m; Thach Han River in Quang Tri Ward exceeded alert level 2 by 0.44 m; O Lau River in My Chanh exceeded alert level 2 by 0.1 m. In the next 6'12 hours, the flood of Kien Giang River in Le Thuy may increase to 2.9 m, 0.2 m above alert level 3.
The whole province recorded 18 landslides on national highways and provincial roads, more than 44 flooding points on national highways and provincial roads; 27 flooding points on inter-village and inter-commune roads. Currently, there are more than 534 households with 1,578 people flooded. Over 5,000 students at 27 schools are temporarily off to ensure safety. Vinh Dinh commune alone allowed 3,331 students of 10 schools to stay home because the schoolyard was 20-30 cm flooded.


Relocation work has been implemented in many areas, with 137 households including 385 people evacuated. The authorities have arranged barriers and warning signs at flooded and landslide areas and are on duty to guide people.
Initial damage of more than 101 hectares of crops was flooded, 1,950 m of canals were damaged, 1,300 m of river banks were eroded, and many sections of the road on DT.587 were eroded. At sea, the local border guards coordinated to rescue four crew members of the stranded boat and assisted two crew members to pull the sunken barge to swim to shore safely.
The provincial government has issued a telegram requesting localities to proactively respond, closely monitor flood developments and prepare plans to evacuate people from dangerous areas. People are advised not to travel through areas with deep flooding and landslides and to follow the instructions of the authorities.
