A series of northern mountainous provinces have stopped implementing construction projects to serve the arrangement of the district-level apparatus.

On March 22, according to Lao Dong, some northern mountainous provinces such as Yen Bai, Lao Cai and Dien Bien issued documents requesting affiliated units to temporarily suspend the implementation of works and projects to serve the work of reorganizing the administrative apparatus at district and commune levels.

In Yen Bai, the Provincial People's Committee directed the temporary suspension of projects that have not completed investment preparation work; projects that have prepared for investment but have not yet selected contractors; projects that are in the process of selecting contractors or have signed construction contracts but have not yet implemented construction.

Unfinished projects have also been temporarily suspended to review and propose appropriate handling options. The procurement of assets and equipment at district-level agencies is only carried out when absolutely necessary.

In Lao Cai, Provincial Party Secretary and Chairman of the Provincial People's Committee Trinh Xuan Truong requested to temporarily suspend new investment activities, repair and upgrade working headquarters (except for the fields of health, education, national defense and security).

Projects that are under implementation or have signed contracts must be reviewed, compiled and reported to the Provincial People's Committee. The purchase of equipment can only be done if it is really necessary, with a specific report sent to the Department of Finance for consideration.

In Dien Bien, Chairman of the Provincial People's Committee Le Thanh Do directed to stop implementing works and projects related to the construction of new and renovated offices at the district, commune and provincial levels during the restructuring period.

The procurement of vehicles and equipment at administrative agencies and units has also been suspended, except for equipment that is really necessary for regular operations.

The simultaneous suspension of projects and investment and procurement activities in the above localities is a move to avoid budget waste and ensure the arrangement and reorganization of the administrative apparatus takes place effectively and synchronously.

For Lang Son, the Provincial People's Committee has also just issued a document requesting a temporary suspension of the implementation of a series of works and projects in the whole province.

Accordingly, the province will temporarily suspend all construction works to build new working headquarters for administrative agencies, public service units and armed forces at all levels (provinces, districts, communes), except for technical infrastructure works such as power supply, water supply, transportation, irrigation, etc.

Projects that have prepared for investment but have not yet selected contractors, are organizing contractor selection or have signed contracts but have not mobilized human resources and construction equipment are also required to be temporarily suspended. For unfinished works, the Provincial People's Committee requested a temporary stop and technical safety handling, waiting for further instructions.

The repair and renovation of headquarters is only allowed if it is really necessary and urgent to maintain operations. Agencies and units are also required to review and temporarily postpone the procurement of equipment, except in cases where it is really necessary to serve operational activities.
