Land sector accounts for almost absolute delayed dossiers in Cao Bang

Cao Bang - Nearly 98% of administrative procedure dossiers are resolved on time, but the number of delayed land dossiers is still quite large.

In March 2026, Cao Bang province recorded a rate of resolving administrative procedure dossiers (TTHC) on time and ahead of schedule reaching 97.8%. However, the number of backlog and overdue dossiers - especially in the field of land - is still high, posing a requirement to handle them thoroughly in the near future.

On April 5, according to a report by the Office of Cao Bang Provincial People's Committee, in March 2026, the whole province received 23,079 administrative procedure dossiers. Of which, 11,968 dossiers were resolved, with 11,705 dossiers correct and ahead of schedule (reaching 97.8%), 263 dossiers late (accounting for 2.2%).

Although the timely resolution rate is high, the pressure of backlog is still high. As of the end of March, the whole province still had 11,111 dossiers under processing, of which 7,462 dossiers were overdue.

Notably, land dossiers account for the majority with 6,283 overdue dossiers, equivalent to 84.2%, mainly under the jurisdiction of the Department of Agriculture and Environment.

Regarding the application of information technology, the rate of online applications submitted in the month reached 47% (10,844/2,3079 applications), not reaching the target of 60% set for 2026.

The online payment rate reached 61.76% with 10,278/16,642 dossiers generating fees and charges.

Cao Bang province has currently operated the Public Administration Service Center in 100% of communes and wards.

The entire 2,087 administrative procedures under the authority of all levels are implemented in a direction that does not depend on administrative boundaries, creating convenience for people and businesses.

In March, the Provincial-level Public Administration Service Center received 1,782 dossiers, while the commune and ward level received 12,207 dossiers, showing the increasingly clear role of this model at the grassroots level.

Besides the achieved results, the report also pointed out limitations such as the use of many administrative procedure resolution systems by ministries and sectors causing difficulties for commune-level civil servants; infrastructure for connecting and sharing data is not synchronized, leading to having to perform many manual steps.

In the coming time, Cao Bang province determines to continue reviewing, reducing and simplifying administrative procedures; promote restructuring of online public service processes.

Strengthen propaganda to help people and businesses switch to submitting dossiers online; and at the same time focus on definitively handling overdue dossiers, especially in the field of land.

The Office of the People's Committee of Cao Bang province also requested the People's Committees of communes and wards not to require people to provide information already available in national databases or integrated on the VNeID application, towards a service, transparent and effective administration.
