Phu Tho Provincial People's Committee has a submission on proposing to promulgate regulations on mechanisms to support guard posts at intersections between roads and railways in the province.
The basic content is as follows:
Support for purchasing equipment and vehicles (clothes, raincoats, umbrellas, hats, signs, horns, flashlights, traffic batons,...) to serve people performing traffic order and safety assurance work (guard guards at self-opened walkways): No more than 5,000 VND/person/year.
Support for guarding at intersections between roads and railways in the province: 100,000 VND/person/shift (8 hours each shift). (about 1.5 million VND/person/month).
Phu Tho expects each spending post to support 300,000 VND/day, equivalent to about 109.5 million VND/post/year.
According to Phu Tho Provincial People's Committee, the estimated annual resource allocated according to the new draft Resolution of the Provincial People's Council (maintaining the current 29 posts) is about 3.6 billion VND/year.
Explaining the necessity of issuing this proposal, Phu Tho Provincial People's Committee said that from 2020 - 2025, the province has removed 31 self-opened walkways, 1 temporary level crossing and 1 sign level crossing).
However, due to difficulties in allocating capital to build service roads, railway overpasses, underpasses... (former Phu Tho and Vinh Phuc provinces were not allocated capital from the central budget to eliminate self-opened walkways according to the Project issued together with Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister.
The province has proactively allocated capital to implement the elimination of some self-opened walkways, but local budgets are still limited), leading to the failure to completely resolve the remaining self-opened walkways on railway lines.
Therefore, when it is not possible to immediately eliminate self-opened walkways, it is necessary to continue to consider, pay attention to, and allocate funds to maintain duty to ensure traffic safety at self-opened walkway locations with high traffic volume.
In Phu Tho province, there are currently 118 self-opened walkways, of which 29 self-opened walkways are permitted by the Provincial People's Committee, providing funding for guards to ensure traffic order and safety, and minimize railway traffic accidents.
Therefore, the province proposes the above support level until the end of December 31, 2030.
