Reduce 179 heads and 148 deputies when implementing Resolution No. 18
The Executive Committee of the Bac Ninh Provincial Party Committee has just held a Conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Committee and deploy the Plan to continue innovating and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently.
Accordingly, implementing Resolution No. 18 of the Party Central Committee, Bac Ninh Provincial Party Committee has thoroughly grasped and implemented it to ensure timeliness and suitability with the practical situation of the locality.
The organizational structure of agencies and units from the provincial to grassroots levels continues to be consolidated and improved in a streamlined direction, ensuring proper performance of functions and tasks.
The implementation of streamlining the payroll in the entire political system of the province up to now has achieved and exceeded the streamlining target according to the direction of the Central Government.
As a result, after 7 years of implementing Resolution 18-NQ/TW, the whole province dissolved, merged, and reduced 293 agencies, organizations, and units. The number of cadres, civil servants, and leaders and managers was reduced by 327, including 179 heads and 148 deputies.
Regarding staff streamlining, in the 2015-2021 period, 5,140 positions were streamlined, equivalent to 10.97% of cadres, civil servants, public employees, and workers; in the 2022-2026 period, 5% of civil servant positions and 10% of public employee positions were reduced according to regulations...
However, in the implementation process, some Party committees, authorities, and leaders of agencies and units have not been proactive and determined in implementing the policy of rearranging and streamlining the subordinate apparatus. In terms of functions and tasks, there are still overlaps; there are similar tasks and functions but they have not been arranged.
Plan to streamline the apparatus
At the Conference, the Executive Committee of the Bac Ninh Provincial Party Committee also listened to the draft Project on organizational restructuring. Accordingly, the Provincial Steering Committee proposed a plan to merge and streamline the organizational structure of a number of agencies of the Party Bloc, the Fatherland Front, political and social organizations; the State Bloc; a list of agencies and units expected to merge, terminate operations and transfer functions and tasks.
Provincial Party Secretary Nguyen Anh Tuan highly appreciated the careful preparation of the Provincial Party Standing Committee and functional agencies in summarizing the implementation of Resolution No. 18; implementing the Plan of the Provincial Steering Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
At the same time, Mr. Tuan emphasized that this is an important political task, the province has implemented it methodically and thoroughly with an aggressive spirit, only discussing action, not retreating.
The Secretary of the Bac Ninh Provincial Party Committee requested the Provincial Steering Committee to continue reviewing and developing specific plans for consolidation, merger, and arrangement, suitable to the practical situation of the locality and unit, ensuring that it does not affect the general operations of agencies and units.
