The area near the storm center has strong winds of level 10-12, gusts of level 14-15; the Central Highlands may have strong winds of level 8-9, gusts of level 11.
In addition, from Ha Tinh to Khanh Hoa, there is a possibility of heavy to very heavy rain. This is a very strong storm, after entering the East Sea, it will continue to strengthen, with a large range of wind influence.

To proactively prevent and respond to storm No. 13 and floods after the storm, the Chairman of the Provincial People's Committee requested the Provincial Military Command, the Provincial Police, the Department of Agriculture and Environment... to urgently deploy response measures, following the motto " proactive early, from afar", not to be passive or surprised in any situation.
According to the announcement of the Quang Ngai Hydrometeorological Station, all types of ships and boats (including passenger transport ships on the Sa Ky - Ly Son route, Da Lon - Da Be and vice versa) are prohibited from going to sea from 7:00 p.m. on November 5 until the weather is stable again.

The work of calling on ships, boats, and cages to safe shelters must be completed before 5:00 p.m. on November5; all vehicles must anchor safely and temporarily suspend operations before 10:00 a.m. on November 6.
Chairmen of People's Committees of communes, wards, towns and Ly Son special zone urgently deploy plans to respond to the storm, focus on closely monitoring the developments of storm No. 13, use all available means of communication (aids, mobile speakers, loudspeakers, etc.) to inform, warn, and guide people to relocate, tie up their houses, and follow the motto "to every alley, knock on every door".
Ensure that all people grasp information promptly, proactively prevent and combat storms; at the same time, mobilize the spirit of mutual love and support in the community.

Organize the evacuation of people from dangerous areas such as low-lying areas, along rivers and streams, areas at risk of deep flooding or unsafe housing ( corrugated iron houses, weak houses). The relocation work must be completed before 3:00 p.m. on November 6. Concentrated evacuation points (such as schools, cultural houses) must be inspected and ensured safety before receiving people.
