According to a report by the People's Committee of Quang Ninh province, on August 23, functional forces relocated 2 households with 7 people in Ha Tu and Bai Chay wards to safe places.
A household of 6 people in Cua Ong ward also proactively moved to prevent heavy rain.
As of 4 pm on the same day, due to the impact of storm No. 4, localities in the province have organized the relocation of 216 people in 35 households and 23 temporary camps to safe places.
Heavy rain caused 443.4ha of rice and 6.4ha of crops to be flooded; 30ha of fruit trees in Yen Tu ward were affected.
The flooded rice area is concentrated in Dong Trieu, An Sinh, Binh Khe, Yen Tu, Hiep Hoa wards and Dien Xa, Ba Che, Ky Thuong communes.
In Hoanh Mo commune, about 50m of embankment under construction belonging to the border riverbank protection project, the section from marker 1315 to marker 1316, the area of yard 1 of Hoanh Mo border gate is eroded. A civil embankment in Ha Tu ward is collapsed.
Localized and small-scale landslides have appeared in many residential areas and traffic routes in Uong Bi, Bai Chay, Hong Gai, Ha Long, Ha Tu, Cam Pha, Cua Ong wards and Ba Che, Dien Xa, Ky Thuong, Hoanh Mo, Cai Chien communes.
Bai Chay ward alone recorded 9 landslide points; Ha Long ward 7 points; Ky Thuong commune 7 points; Ba Che commune 5 points. Localities have mobilized forces to clear soil and rocks, divert traffic and warn in areas at risk of unsafety.
The total damage caused by storm No. 4 and heavy rain in Quang Ninh at the time of reporting is estimated at about 15 billion VND.

To respond to heavy rain, Quang Ninh province has mobilized 818 officers and soldiers, including 333 standing troops, 177 police officers and soldiers and 308 militia and self-defense forces; along with 25 cars, 5 excavators and many specialized vehicles. Coal industry units also supported manpower and machinery in some areas.
It is forecasted that the heavy rain will last until the end of August 24, with common rainfall of 100-200mm, locally over 400mm. The Provincial People's Committee requests localities to continue to review and relocate people from landslide-prone areas; strictly barricade spillways, rivers and streams; clear drainage systems and prepare forces and vehicles to handle arising situations.
