During the recent storm No. 3, Quang Ninh province suffered heavy damage, especially greatly affecting the lives of poor households, near-poor households and social protection beneficiaries.
Faced with this situation, the province has quickly implemented comprehensive support measures, including tuition subsidies, housing construction support, and partial assistance with the cost of salvaging sunken means of production such as ships and boats.
On September 23, 2024, at the 21st Session (special session), the People's Council of Quang Ninh province passed a Resolution amending and supplementing a number of contents stipulated in Article 1 of Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the People's Council of Quang Ninh province regulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province, which was amended and supplemented in Clause 1, Article 1 of Resolution No. 08/2022/NQ-HDND dated December 19, 2022 of the People's Council of Quang Ninh province.
This is a resolution amending and supplementing a number of contents related to the standard level of social assistance for social protection beneficiaries and other difficult cases in the area.
Currently, the province has over 46,000 people receiving monthly social benefits. According to this revised resolution, from October 1, 2024, the social assistance standard of Quang Ninh will increase to 700,000 VND/person/month, 1.4 times higher than the social assistance standard prescribed by the Central Government (500,000 VND/person/month).
Social protection beneficiaries in the community will receive an additional VND200,000/month, while beneficiaries in social assistance facilities will receive an additional VND50,000/month.
The total budget from the provincial budget to implement this policy is expected to be over 550 billion VND per year.
Raising the social assistance standard not only helps reduce difficulties for beneficiaries, but also ensures their lives and encourages them to strive to improve. Through this, Quang Ninh strives to improve the quality of life of the people, aiming for the goal that every person in the province can benefit from the common development of the locality.
