According to this decision, Quang Ninh province announced a natural disaster emergency to respond to and overcome damage to traffic infrastructure on a number of key routes such as Ha Long - Bach Dang Bridge Expressway, Cam Hai - Van Don - Tien Yen route, provincial routes 326, 342, 329, 330, Uong Bi - Hoanh Bo inter-district road, the road connecting National Highway 18 - Yen Tu - Ngoa Van and the road from Landmark 61 to Landmark 68.
From the night of September 6 to September 7, 2024, storm No. 3 (Yagi) directly affected Quang Ninh province, the storm center passed through this locality with strong winds and heavy rain.
In particular, from September 8 to 9, 2024, the storm circulation caused widespread heavy rain, seriously damaging the province's road traffic infrastructure system.
Road works have landslides, damaged road surfaces, drainage culverts, and overflow roads. Many slides have appeared on positive slopes, causing the risk of further landslides.
Quang Ninh Provincial People's Committee assigned the Department of Transport of Quang Ninh Province to manage and implement activities to overcome the consequences of natural disasters, including reviewing and determining the specific level of damage to road works caused by natural disasters and solutions for repair and remediation.
The Department of Transport coordinates with the Department of Planning and Investment, the Department of Agriculture and Rural Development, the Department of Construction, the Department of Finance and relevant agencies and units to propose damaged works to implement the Order for urgent construction to overcome the consequences of natural disasters in accordance with the provisions of law.
After completing the remedial works, the Department of Transport will report to the People's Committee of Quang Ninh province to consider declaring the end of the natural disaster emergency situation.
According to statistics on damage after the storm, on national and provincial highways in Quang Ninh, more than 1,000 poles and signs were broken or damaged, nearly 300 slopes were eroded, nearly 20,000 trees were broken and occupied the entire roadway; 118 ships, barges, 291 fishing boats were sunk; nearly 1,200 road vehicles were damaged by the storm.
The storm passed, the circulation after the storm caused heavy rain over a large area, causing nearly 34 traffic locations to be flooded, requiring traffic restrictions. This is the biggest storm in 30 years at sea, 70 years on land in our country and is the storm that has had the most impact on the traffic infrastructure in the province.
Thanks to the province's proactive efforts, two days after the storm, road traffic routes in the province were basically cleared, ensuring safety, creating favorable conditions for rescue work, and directing the overcoming of storm consequences in most areas of the province.
