    Quang Tri - Part-time workers at the commune level who want to quit their jobs when implementing the 2-level model will be considered for the regime.

    On June 23, the People's Committee of Quang Tri province said that it had requested departments, branches and People's Committees of districts, towns and cities to organize the implementation of policies for part-time workers at the commune level.

    Accordingly, the People's Committees of districts and towns direct the People's Committees of communes, wards and towns to widely disseminate Decree No. 154/2025/ND-CP dated June 15, 2025 and Official Dispatch No. 12/CV-BCD dated June 20, 2025 so that non-professional people at the commune level can clearly understand and properly implement the regulations.

    Cases that wish to retire from work from the time of implementing the 2-level local government model will be resolved according to Decree 154.

    The resignation request dossier includes: resignation letter, approval list, list table with budget estimates for policy implementation, decision on position arrangement, confirmation of social insurance payment and related documents. The dossier must be sent to the Provincial People's Committee (through the Department of Home Affairs) before June 25, 2025 for timely appraisal, submission to the Chairman of the Provincial People's Committee for consideration and approval.

    In case the locality needs to rearrange, non-professional people at the old commune level can temporarily be supported to work in the new commune, Party agencies, the Front and mass organizations, or hold non-professional positions in villages and residential groups until May 31, 2026. During this time, individuals are still entitled to allowances according to Resolution No. 120/2023/NQ-HDND dated December 7, 2023 of the Provincial People's Council and other current policies. If they quit during this period, they will still enjoy the regime according to Decree 154.

    The People's Committee of Quang Tri province emphasized that the implementation needs to be carried out urgently, transparently, to the right subjects, according to the correct process and completed before July 1, 2025 - the time to officially operate the new government model.
