The encroached area is too large
In Quang Tri province, special-use forest management boards and protective forest management boards are assigned to protect an area of 117,894 hectares of special-use forests, protective forests, production forests and areas outside the planning of three types of forests.
In addition to the achieved results, illegal logging, deforestation of plantations, encroachment, and overlapping of forest land are still occurring and have not been completely resolved.
The latest data from the People's Committee of Quang Tri province shows that up to 5,342 hectares are overlapped and encroached.
Of which, Huong Hoa - Dakrong Protective Forest Management Board has the largest overlapping and encroached area with 2,718 hectares, followed by Quang Tri Province Special-use Forest Management Board with 2,219 hectares...
The reason for encroachment and overlapping of forest land is that at the time of establishing forest management boards, the area received for handover from large forestry farms, stretching across many administrative boundaries of localities, the work of measuring and surveying the handover and marking the boundary in the field has not been specifically implemented. In addition, the map for forest and forestry land management is not clear, some areas have been handed over on the dossier but have not been handed over on site.
Currently, forest land has high value, many ethnic minority households still have the habit of dividing forests for planting.
By 2030, completely handle
Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province - said that the People's Committee of Quang Tri province has agreed on a plan to handle overlapping and encroached forest areas and forestry land at special-use and protective forest management boards. The province sets a goal of thoroughly handling by 2030, in which by 2027, the determination of the cultivated subjects on the area of 1,296 hectares has not yet been identified; completing the separation and handing over to the locality for management of 2,643 hectares of overlapping trees that have been identified at the time of cultivation before establishing management boards for protective forests and special-use forests; reclaiming an area of about 1,500 hectares of encroached areas has identified the subjects and handled assets on the land.
By 2030, the recovery of 2,675ha of encroached hectares after the establishment of special-use and protection forest management boards will be completed; appropriate solutions will be identified for the area of nearly 23ha being handled by competent authorities according to the provisions of law.
To implement the above plan, the People's Committee of Quang Tri province requires the management boards of protective and special-use forests to coordinate with local authorities and relevant authorities, organizations and individuals to determine the time when people are cultivating on the land to propose appropriate policies. For land and forest areas within the boundaries of special-use and protection forest management boards that have been determined at the time of cultivation before the establishment of the board, they must be separated from the boundary and handed over to local management.
To implement a plan to handle overlapping and encroached forest and forestry land areas from 2025-2030, nearly 8 billion VND is needed. Currently, the People's Committee of Quang Tri province has assigned relevant units to implement it" - Mr. Ha Sy Dong informed.
