On June 26, speaking with a reporter from Lao Dong Newspaper, Mr. Duong Xuan Huyen - Vice Chairman of Lang Son Provincial People's Committee - said that the province is planning to arrange enough official vehicles for 65 newly formed communes and wards after the merger to serve professional work.
Before the arrangement, the whole province had 194 commune-level administrative units including 5 wards, 14 towns and 175 communes.
After the merger, Lang Son has 65 commune-level administrative units, including 4 wards and 61 communes. Thus, the province has reduced 129 units (including 1 ward, 14 towns and 114 communes), equivalent to a reduction of 66.5%.
From 8:00 a.m. on June 26 to 5:00 p.m. on June 27, all 65 new communes and wards simultaneously entered the trial operation phase of the two-level local government model.
This is an important "test" step before officially putting the new apparatus into operation from July 1, 2025.
During this time, communes will still maintain a full team of cadres and civil servants to receive and handle administrative procedures for people.
According to the new regulations, some positions at the commune level will be arranged with cars for general work, but not used for the purpose of picking up and dropping off from home to work and vice versa.
The following positions at the commune level are used for public duties: Secretary, Deputy Secretary; Chairman, Vice Chairman of the People's Council; Chairman, Vice Chairman of the People's Committee; Chairman, Vice Chairman of the Vietnam Fatherland Front Committee
In addition, a number of equivalent positions at the provincial and central levels are also arranged for vehicles to serve work, including: Director, Director and equivalent; Deputy Director, Deputy Director and equivalent; Director, Deputy Director of the Department; Chairman, Director and Deputy Director of state-owned enterprises.
Members of the Board of Members, Board of Directors, Deputy General Director of the State Economic Group; Cadres, civil servants, public employees, and workers are assigned specific professional tasks according to the regulations on management and use of public assets.
The issuance of public service vehicles is expected to help new administrative units in Lang Son more conveniently in implementing tasks, especially in remote, isolated and border communes with difficult travel conditions.
